You will serve as a Supervisory Community Planner (Asset Management Branch Head), in the Facilities Management Division, Asset Management (AM) Branch, Public Works Department Bethesda. of Naval Facilities Engineering Systems Command (NAVFAC) Washington.

Duties

You will participate or lead regional planning teams to develop long term shore infrastructure management and basing strategies. You will explain and defend specific planning criteria to users, other technical experts and auditors. You will prepares scopes of work, serves on A-E slate and selection boards. You will prepare Government estimates for the various phases of work. You will assist in the negotiation of A-E contract and evaluates A-E performances for accuracy, adequacy, completeness and conformity with the contract and customer requirements and as needed makes suggestions designed to improve the product. You will provide consultation to our clients with recommendations and plans for the existing assets or land. You will communicate technical matters and planning concepts, both orally and in writing. You will lead and direct day to day development of planning products and services of multi-functional team.

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties : 1) Serving as a manager, supervisor, leader, coach, facilitator and mentor and understanding the Public Works Department concept of operation; 2) Managing multiple projects in a timely manner and accomplishing objectives within resources/time constraints; 3) Developing budgets, cost estimating, project management and planning, programming and the budget management system; 4) Preparing and presenting written documents on complex issues, and concise, thoughtful, and complete oral communication and presentation; and 5) Supporting the EEO Program to include sexual harassment policies. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:
  1. Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

    Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.

  2. Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education
