Duties
Create contract documentation and Acquisition Requirement Packages (ARP) for contracts and provide support to proposal evaluations.
Review contracting packages for accuracy, recommend most advantageous quotes or proposals, assist with contract negotiations, monitor contract progress/adherence to the requirements, initiate contract amendments/modifications.
Provide advice on contract awards, administration, and termination.
Support negotiated procurements, planning the procurement action with technical, legal and contracting center personnel.
Provide guidance in the development of statements of work and data requirements and provides recommendations on the best type of contracts to meet a requirement while adhering to C5ISR mission goals.
Participate in defining contract related assignments including deadlines for completion to the appropriate contracting offices.
Plan, prepare and organize contract preparation (pre-award); interprets regulations, applies new methods or procedures to procurement actions; and coordinates with contractors, as necessary.
Review contracts awards for compatibility with organizational goals and objectives.
Analyze data, compile facts and information, and provide technical advice to customers.
Assignments involve developing resource documents, conducting studies to compare current findings with historical data, monitoring organization’s resource allocations, or conducting interviews with managers or employees to obtain information.
Support post-award contract management and surveillance to ensure accurate and timely deliverables are received.
Develop briefings to management regarding contract objectives, goals, and accomplishments.
Serve as a Contracting Officer’s Representative.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting certification within 60 months as of entrance on duty.
- This position requires temporary duty/business travel of up to 25% of time. The employee is subject to travel on short notice (i.e., less than 24 hours' notice).
- This appointment has an extended trial period of three years for the Engineer and Scientists Occupational Family unless the appointee has previously met the requirements.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450 upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
- Must be able to obtain and maintain a Top-Secret Security Clearance with Sensitive Compartmented Information (SCI) access.
- This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019-R and must pass urinalysis testing, as required prior to appointment and periodically thereafter.
- This position is a TERM not-to-exceed six year's position that may be extended, without limit, in up to six-year increments. Term appointment Statement of Understanding may be required.

Specialized Experience:
Specialized Experience is defined as:
1) development of acquisition documentation to include acquisition requirements packages;
2) evaluating and reporting of financial reports and/or acquisition programs;
3) experience working with contracting organizations in support of the competition and award of contracts;
4) development of innovative contracting approaches;
5) experience as a Contracting Officer's Representative and/or knowledge of post-award contract requirements and responsibilities;
This definition of specialized experience is typical of work performed at the next lower pay band -DE-02 or equivalent grade level (GS-11) position in the federal service.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
