Duties

You will serve as a Purchase Request (PR) Creator and Government Purchase Card (GPC) Buyer in the Procurement Branch of the Property Management Division at the Naval Surface Warfare Center Panama City Division. You will interface with NSWC Panama City Engineers, Technicians, and Administrative Specialists by researching, preparing, and completing purchase requisitions in compliance with current DoD/Navy directives. You will serve as an interface between departments and the Navy Supply System. You will provide end-to-end support for document creation and procurement tracking of all Purchase Requisition document types to ensure they are adequately supported. You will screen requisition forms to ensure technical completeness and compliance with local and Naval Sea Systems Command (NAVSEA) acquisition guidelines and requirements. You will analyze requirements against a myriad of complex regulatory and business rules to ensure compliance and completeness. You will provide status of all PRs yet to have been obligated and work with vendors and originators to ascertain best solutions to meet government, organizational, and requirement generator needs. You will interface with vendors and analyze data from several Navy Supply System and independent databases to determine the requisition method which best meets the needs of the customer while satisfying all financial and regulatory requirements. You will track all Purchase Requisitions under purview and communicate with requisition originator as necessary until approval is granted. You will interface with Contracts Department personnel and Comptroller and other technical personnel to identify and correct process and system issues. You will conduct Navy Purchase Card transactions in accordance with relevant statues, regulations, and command policies. You will document transactions, review the monthly Purchase Card statement to ensure all changes are proper and accurate, identify and analyze any variances, make the appropriate corrections and forward to the Approving Official.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a bargaining unit position.

Qualifications

TO QUALIFY FOR NT-4: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 pay band (GS-9 and GS-10 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying a wide range of purchasing methods to purchase various commercial and/or specialized requirements. TO QUALIFY FOR NT-3: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-2 pay band (GS-5 through GS-8 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying knowledge of technical purchasing methods and procedures to perform complex purchasing work. TO QUALIFY FOR NT-2: Your resume must demonstrate at least three years of general experience, one year of which was equivalent to the GS-4 pay grade or equivalent in the Federal service or equivalent experience in the private or public sector that demonstrates the ability to (1) analyze problems to identify significant factors, gather pertinent data, and recognize solutions; (2) plan and organize work; and (3) communicate effectively orally and in writing. Education

TO QUALIFY FOR NT-4: Education may be substituted for specialized experience as follows:
  • A Ph.D. or equivalent doctoral degree; OR
  • Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree; OR
  • An LL.M., if related to the position being filled; OR
  • A combination of experience and graduate education as described above that equates to one year of experience.
TO QUALIFY FOR NT-3: Education may be substituted for specialized experience as follows:
  • A master's or equivalent graduate degree; OR
  • Two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree; OR
  • An LL.B. or J.D., if related to the position being filled; OR
  • A combination of experience and graduate education as described above that equates to one year of experience.
TO QUALIFY FOR NT-2: Education may be substituted for general experience as follows:
  • Successful completion of a full four-year course of study leading to a bachelor's degree; OR
  • A combination of experience and education as described above that equates to one year of experience.
