This position is organizational aligned under the Patient Business Service, Ambulatory Care & Processing Section. It is physically located at the Chillicothe OH VAMC. Incumbent has delegated full authority and responsibility to exercise the Medical Center Director's prerogative in medical administrative matters and issues that may arise in addition to representing management in (non-policy making) administrative matters during irregular hours.
Duties
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Duties include, but are not limited, to the following:
Coordinates the resolution of medical legal problems concerning the medical center.
Ensures that appropriate legal, regulatory, and policy requirements are met.
Processes administrative issues surrounding beneficiary death, seriously ill cases, elopements, suicides, assaults, deaths on arrival (DOAs), homicides, code blue, cost recovery matters, and facility or community disasters, etc.
Provides administrative authority, guidance, and decision making to Medical Officer of the Day (MOD), Nursing Officer of the Day (NOD), and other similarly named Nurse and Medical positions in charge after hours, and all other clinical staff concerning administrative matters necessary for operation of the medical center during other than normal tours.
Observes, evaluates, and coordinates administrative activities with respective department within the facility.
Assists in responding to emergencies, determines priorities and nature of action to be taken.
Receives and responds to non-routine patient condition inquiries and other administrative inquiries from concerned veterans, families, visitors, law enforcement officials, representatives from private hospitals, veterans service organization representatives, VA Central Office, Congressional offices, military personnel, private physicians, media, and the general public.
Acts as an advisory resource to all personnel assigned to other than normal tours of duty, such as medical clerks, telephone operators, file room personnel, admitting and clinic clerks and Contact Representatives.
Responds to requests under Beneficiary Travel authorities and VA Veterans Transportation Service (VTS) availability and makes appropriate arrangements.
Conducts analytical studies on operational processes, issue topics, or related special projects as assigned.
Work Schedule: Sunday - Saturday with rotating tours during non-administrative hours

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/16/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For the GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
To qualify for the GS-7 grade level, you must have one year of specialized experience equivalent to at least the GS-05 grade level. Specialized experience has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Example of experience includes, but is not limited, to the following: planning and carrying out assignments in conformance with accepted policies and practices; adhering to instructions, policies, and guidelines in exercising judgment to resolve commonly encountered work problems; receiving, and acting upon accordingly, numerous telephone contacts from both internal and external while multi-tasking; providing customer service to peers, patients and their family members; and, making sound decision through research and evaluation of subject.

Have 1 full year of graduate level education. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. OR superior academic achievement. S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. Have a combination of both education and experience. Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements. NOTE: You must provide a copy of your transcripts if qualifying in part of education.
To qualify for the GS-09 grade level, you must have one year of specialized experience equivalent to at least the GS-07 grade level. Specialized experience has equipped the applicant with knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Example of experience includes, but is not limited, to the following: interpreting rules, regulations, policies, and procedures to make sound decisions; taking on a wide variety of problems and resolving them quickly and decisively; conversing with variety of individuals with tact, diplomacy and empathy in person and over the phone or email that internal or external to an organization; identifying and analyzing complex problems or situations with a range of variables and explaining and organizing complex issues in writing; and, gathering information by running reports, retrieving the information from other service points of contact, and using readily available material to plan and complete an assignment.
OR
Have a master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related. NOTE: You must provide a copy of your transcripts if qualifying based off education.
OR
Have a combination of both education and experience. Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 grade level. NOTE: You must provide a copy of your transcripts if qualifying in part of education.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work requires much walking through the medical center with occasionally the
requirement to lift objects such as suitcases, clothing, or medical charts.
