This position serves as the Logistics Management Specialist with responsibility for direction and control of logistics planning that includes multiple activities and may include geographically separated areas where no supply chain management personnel are assigned.

The primary purpose of this position is to direct, develop and implement policy programs and procedures for the accurate management of Supply Chain Management (SCM) planning and provides administrative and technical oversight to a lower-graded specialist. As a SCM Team Member, the position collaborates with the Chief Supply Chain Officer (CSCO), VAMC Senior Management leadership, Veterans Integrated Service Network staff (VISN), Veterans Health Administration (VHA) program office and Senior Management and leadership in supported activities developing supply chain management strategies in support of f the VA Health Care System and supported catchment area. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/17/2023. Interchange Agreement: Applications will be accepted for this position under the Interchange Agreement as outlined in VA Handbook 5005, Part III, Appendix C. This agreement allows for the movement of Title 38 and Title 38 hybrid personnel, who have at least 1 year of full-time continuous service, to apply for competitive service positions. OPM 90 Day Waiting Period: OPM requires that all current permanent federal employees serve 90 days after their competitive selection in their current Title 5 position prior to moving to another position. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Examples of appropriate SF-50s include: Within grade increases at the highest grade held; or Promotions with an effective date more than one year old; or SF-50s at the highest grade held with an effective date more than one year old. Award 50s do not provide sufficient information and will not be accepted for the purpose of verifying time-in-grade. In addition to meeting the time-in-grade requirement, applicant's must also meet the following specialized experience: To qualify for this position at the GS-12 level, you must meet have possess at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service, that is directly related to the work of a Logistics Management Specialist and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position. Specialized experience is defined as serving as a team lead or senior specialist in supply chain management, assisting with the direction and control of logistics planning; analyze product delivery or supply chain processes to identify or recommend changes; performing data analysis, and statistical analysis to identify improvement opportunities. This position requires some degree of specialized knowledge and experience of logistics support activities in areas of acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations.
