This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & the Major Range and Test Facilities Base (MRTFB) Hiring Authority to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This is a permanent position location on the Rock Island Arsenal, Rock Island, IL
Duties
Serve as a first-line Shift Supervisor responsible for planning, directing, and supervising police officers assigned to them.
Plan, schedule and assign work to subordinates based on priorities.
Set employee standards for performance and prepare performance evaluations.
Maintain Oversight of the Police Department Training Program.
Exercise search and apprehension authority, detain witnesses, apprehend suspects, interview witnesses and other persons involved, and determine whether facts warrant apprehension or lesser action.
Take required action to resolve various incidents and request additional support where necessary.
Appear in court to testify as required in Military Court Martials or Federal and State Court proceedings, providing sworn testimony based on the investigative process, evidence gathered, and witness’ statements in criminal and traffic courts.
Respond to and investigate emergency calls, complaints and other calls for service.
Conduct traffic law enforcement patrol, investigative stops, and questions, detains, and issues traffic citations as required.
Receive and review daily reports from subordinates and ensure the correction of reported irregularities.
Provide advice, training, counsel, or instruction to employees on both work and administrative matters.
Establish Incident Command at the onset of terrorist attack or other significant incident affecting public safety and the installation mission. Employ National Incident Management System (NIMS) and Incident Command System (ICS) protocols.
Utilize word processing and web-based law enforcement computer programs to establish, update, query or print detailed reports, forms, and citations concerning all incidents and action taken.
Operate the National Crime Information Center (NCIC) terminal in accordance with federal and state laws to transcribe data.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Successful graduation from the United States Army Civilian Police Academy, unless incumbent has a current approved waiver/exemption or grandfathered from the Office of the Provost Marshal General.
- Satisfactorily pass a pre-employment and recurring medical evaluation.
- Pass a Physical Agility Test (PAT) within 30 days of hire date and annually thereafter.
- Comply with and maintain the requirements of the Individual Reliability Program (IRP).
- This is a Testing Designated Position (TDP) and is covered by the Alcohol and Drug Abuse Prevention and Control Program. IAW AR 600-85, a DA 5019R Condition of Employment must be signed for mandatory drug testing.
- The 1996 Lautenberg Amendment covers this position. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position. Incumbent is subject to removal from the position if convicted of a felony.
- This position is designated as Mission Essential.
- Must possess a valid state driver’s license and be able to obtain and maintain a government motor vehicle operator’s license.
- Hours of work is subject to irregular and/or rotating shifts, evenings, nights, weekends and holidays. Incumbent is required to work overtime as directed and is subject to recall for emergency overtime.
- Subject to possible civil action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals.
- Must be able to successfully pass training, certification and qualification requirements as prescribed by policy, regulations or statutes i.e. weapons qualifications, first aid/CPR and National Incident Management System (NIMS) training requirements.
- One year supervisory probation may be required.

Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as: Enforcing laws, procedures, orders, directives, regulations and ordinances when conducting law enforcement mission; Investigate crime/accident scenes by searching for clues, interviewing witnesses and making arrests; provide protection of personnel and government resources; Perform team leader duties (i.e., communicate to the team on assignments, projects, problems to be solved, program issues under review, and deadlines and time frames for completion); identify, distribute and balance workload and make adjustments if needed.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-08).
