The primary purpose of this position is to serve as a Sexual Assault Victim Advocate to eligible installation level military, civilians, and dependents.

Duties

Serve as an installation Sexual Assault Victim Advocate providing a wide range of essential support and advocacy services, liaison services, and care to victims of sexual assault in accordance with generally accepted procedures and techniques. Conduct assessments of individuals to determine required needs and evaluate safety and levels of risks; provide emotional support, guidance, and advice to victims in crisis while addressing the individual's needs and desires. Maintain support and follow-up contact with sexual assault victims throughout the lifecycle of the case. Assist the installation Sexual Assault Response Coordinator (SARC) in the development and delivery of comprehensive sexual assault training to comply with Department of Defense (DoD) requirements. Represent the Sexual Assault Prevention & Response (SAPR) installation program at both military and civilian agencies.

  • Travel and relocation expenses will not be paid
  • Employee may be required to work other than normal duty hours, to include evenings, weekends, holidays, and/or an on-call status.
  • This position is subject to provisions of the DoD Priority Placement Program
  • Position may be subject to random drug testing
  • Employee will be required to travel on military and commercial aircraft for TDYs or conferences relevant to sexual assault/sexual harassment.
  • This position requires a high degree of discretion in relation to sensitive information of which the incumbent is aware.
  • This position has been identified as a position of public trust IAW DOD policy. Minimum of a Tier 3 background investigation must be conducted every 5 years IAW the OPM requirement.

  • The work requires the employee to drive a privately-owned vehicle (POV)/government-owned vehicle (GOV). An appropriate, valid driver’s license is required for this position.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Individual Occupational Requirements for 0101 series & Group Standard for Professional & Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: behavioral or social science; or related disciplines appropriate to the position. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: One year of specialized experience equivalent to the GS-09 level which equipped the applicant with the knowledge, skills, and abilities (KSA's) to successfully perform the duties of a Sexual Assault Prevention and Response Specialist. Specialized experience is experience which may have been gained while performing a wide range of accepted practices and procedures associated with victim advocacy, social service delivery systems, principles, and behavioral theories relating to the recovery of sexual assault victims requiring use of various analytical techniques to assist or guide individuals in solving problems or logical conclusions, and skill in effective development and delivery of sexual assault prevention and response training. OR EDUCATION: Three full years of progressively higher-level graduate education leading to such a degree or Ph.D. or equivalent doctoral degree or LL.M. in a field related to the position. Knowledge of laws, regulations, issues, etc., to include organizational structure, management policies, methods, and practices relating to sexual assault victim advocacy, and related interpersonal violence. Knowledge of social service delivery systems, methods, and theories relating to victim advocacy, sexual assault/ violence. Knowledge of training and education techniques to implement and deliver sexual assault training. Skill in applying tact and diplomacy during interactions with internal and external officials during difficult and sensitive circumstances and to establish and maintain effective working relationships with organizations and individuals to identify, establish, modify and provide victim support/assistance. Ability to employ various methods and techniques typical of a sexual assault victim advocate program, including crisis intervention, situational assessment, and analyzing the needs of the victim to provide support and/or assistance to them in the resolution of complex problems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
