The primary purpose of this position is: To serve as a Special Access Programs/Special Technical Operations (SAP/STO) Specialist, and to lead/participate in a wide range of efforts associated with the planning, execution and integration of full spectrum Computer Network Operations (CNO), Information Operations (IO), and Information Assurance (IA) in support of Combatant Commands (CCMD), Services and Agencies (CC/S/As); and other U.S. Government (USG) agencies.

Duties

DUTY 1: SAP/STP Planning - As a SAP/STO Specialist, supports/participates in a wide range of efforts associated with the planning, execution and integration of CNO, collateral capabilities, IO, and IA in the CCMDs, CC/S/As, and USG agencies. DUTY 2: Space Operational Planning - Applies operational space planning expertise into the integration, control and coordination of Army and Air Force capabilities in support of USCYBERCOM missions; serves as the force proponent for space operations integrated into Title 10 missions. DUTY 3: SAPISTO Technology Plans and Requirements - Applies the exceptionally broad technical and programmatic expertise required by SAP/STO analysis and planning assignments require exceptionally, as the high-level security clearances associated with this work preclude bringing other functional SMEs in for consultation. DUTY 4: SAPISTO Information Security Management - Leads the identification and fulfillment of all applicable security requirements associated with SAP/STO plans, to include courses of action, mission analysis, lessons learned from previous operations and exercises, integration of SAP/STO planning with conventional operations planning, as well as intelligence support to SAP/STO review and approval processes and policy.

  • Security: The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counter intelligence scope polygraph exam.

  • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
  • IAW DoD Manual 8140.03, the incumbent of this position must achieve the appropriate certification based upon DCWF work role and the technical requirements of this position.

Qualifications

This is a GG-13 position in the Cyber Excepted Service (CES). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the education and/or experience requirements described below. BASIC REQUIREMENTS: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. NOTE: IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE APPLICANT MUST ALSO MEET THE QUALIFICATION REQUIREMENTS LISTED BELOW. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of a wide range of advanced TT principles, concepts. methods, standards and practices-focusing on Information Assurance Information Systems Security/Information Operations, such as would be gained through progressively more responsible experience supporting DoD, Intelligence Community, or other equivalently complex IT networks and infrastructure. Ability to demonstrate ability to leverage this knowledge base with programmatic and functional expertise to successfully resolve challenges and achieve the objectives of difficult and complex work assignments. Ability to capture lessons learned and derive high-level insights about SAP/STO program operations and make substantive contributions to the development of new and more effective IA/IO methods, approaches, or procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to select and apply DoD Information Assurance/Information Systems Security/Information Operations concepts, practices and tools to the design and administration of classified and unclassified DoD computer networks and systems. Ability to apply knowledge of Special Access Program/Special Technical Operations (SAP/STO) concepts, functions, methods and supporting technologies/tools to coordinate and integrate functions in support of military interests and missions. Ability to interpret and apply (including advising others on) regulations and policies governing SAPs/STOs. Ability to analyze and assess elements of C4 system acquisitions to determine the validity of operational objectives and goals, and identify support requirements and deficiencies (including money, work force, materiel, facilities and services needed to support the system's acquisition and operations). Ability to define requirements for, develop and consistently implement a "cradle to grave" security program, tailored to the particular security requirements of assigned SAP/STO initiatives. Ability to apply oral and written communications skills to establish productive working relationships with SAP/STO program participants, negotiate complex issues and make logical and well-supported briefings to executive-level management on mission-essential courses of action. CONDITIONS OF EMPLOYMENT CONT. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs, and (b) if requested, submit to urinalysis testing. Incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
