The primary purpose of this position is to enforce law, maintain law and order, preserve the peace, and protect life and civil rights within the jurisdiction of the military installation. To perform Combat Arms (CA) training and maintenance on CA and promote personal and weapons safety to assigned installation and tenant personnel.

Duties

(Continued from Summary): Control and operate firing ranges; inspect, perform sub-depot repairs, and maintain small arms and light weapons (SA/LW). Duties: This position will support the Federal Government's response efforts to COVID-19. Performs and enforces the full range of police officer duties within the military installation. Performs Combat Arms (CA) training duties and promotes weapons and range safety. Monitors/reports individual and unit accomplishment of training requirements; performs field maintenance, minor repairs, and inspection of SA/LW. Manages and/or performs Armory operations duties to safeguard DoD weapons, ammunition and equipment as well as privately owned weapons.

  • This position has been identified as a designated position under the Air Force Drug Testing Plan. Incumbent(s) of this position is subject to the possibility of a random drug test.
  • Incumbent must be qualified in the use of required weapons, as the incumbent will be required to use firearms in performing duties.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Must pass an initial pre-employment medical examination, periodic medical examinations, required physical fitness/physical agility tests including running events, meet established hearing standards and discern colors, contrast, and depth.
  • The incumbent must immediately report to his supervisor any significant medical threshold shifts in health status and/or medication requirements.
  • Employee is required to obtain and maintain required SECRET security clearance.
  • Must wear a uniform and meet applicable dress and appearance standards as identified in current AFI.
  • May be required to work an uncommon tour of duty, to include nights, weekends, holidays, overtime, rotating shifts, and recall.
  • May be required to wear protective clothing such as coats, boots, and vests and/or chemical protective equipment, (e.g. respirator mask).
  • Incumbent must be able to operate all Security Forces Vehicles and installed equipment. An appropriate, valid driver’s license is required for the position.
  • Subject to annual duty position evaluation on a pass/fail standard.
  • Must pass formal law enforcement training school as determined by functional; certificate from a federally recognized Law Enforcement Academy is preferred.
  • Graduation from the Combat Arms Training and Maintenance Apprentice Course and Combat Arms Training and Maintenance Craftsmen Course is desirable. (Reference AFI 36-2226).
  • Incumbent will be exposed to the day-to-day dangers associated with law enforcement and security duties.

Qualifications

Incumbent is required to obtain first responder training/certifications required in CPR techniques, self-aid buddy care, and first aid on the job and maintain annually. Recurring training is required to keep the incumbent knowledgeable on the updated specialized tactics, techniques and procedures necessary for preparation and response to catastrophic events, terrorist attacks and related threats to installations. The work requires regular and recurring physical exertion such as running in pursuits or emergency responses, long periods of standing, walking, bending, stooping, reaching, crawling, and similar activities. Employees engage in such exertions when responding to alarms and walking foot patrols in and around buildings. This position may require common physical characteristics and abilities and dexterity and the strength to pursue and detain uncooperative suspects. In addition, this position requires the ability to employ "infantry" small unit tactics involving fire and maneuver with rapid advancing movement between defensive positions while wearing protective gear for extended periods of time, as well as the ability to employ "Active Shooter" response tactics as a member of a small team. This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements (IOR), Police Series, 0083. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience include knowledge of the full range of security forces, and police and law enforcement services which requires considerable training, experience, and proficiency to perform the full range of operations in preventing or resolving offenses. Knowledge of standardized federal laws, regulations, methods, procedures, operating techniques, instructions, state, and local laws to perform tasks. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of police officer procedures and operating methods to perform the full range of police officer activities independently to include the rights of detained individuals and organizational rules regarding the appropriate use of force to be used in the apprehension of persons. Knowledge of special operating requirements, methods, and procedures for enforcing specialized personnel access controls and preventing unauthorized access to areas where stringent security requirements are enforced. Knowledge of Armory operations and procedures. Knowledge of principles, techniques, and safety of instruction used in combat arms weapons training, firing range instruction, weapons security, and combat arms minor repair procedures. Skills in combat arms resources management, including maintenance of assigned weapons, classrooms, firing range structures, munitions buildings, and weapons storage facilities. Ability to communicate effectively, both orally and in writing, and instruct training courses in a classroom seminar setting. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
