Incumbent directs the BHIP in Behavioral Health (BH) Services and reports to Deputy Associate Chief of Staff for BH and ultimately to Associate Chief of Staff for BH. BHIP is responsible for providing intensive treatments including couples, individual and group therapy, medication and case management, crisis intervention, etc. for the full range of psychiatric disorders. Responsible for planning, establishing and implementing of policies/procedures for BHIP throughout the healthcare system.

Duties

Duties include, but are not limited to: Program Management Exercising administrative, programmatic, clinical and academic oversight of assigned programs to ensure delivery of quality services in coordination with the Assistant Chief of BHS and ACOS of BH where appropriate Coordinating and integrating programs into a comprehensive package of services that meet the evolving needs of the Veteran population that comply with the Uniform Mental Health Services handbook (VHA Handbook 1160.01) and VHA's Mental Health Operating Plan Serving as the alternate spokesperson and advocate for assigned programs as determined by the ACOS of BH Directing patient care needs assessments; identifying gaps in services and supporting strategic planning and program development to meet those needs Within the local planning process, develops short- and long-range goals and objectives for provision of Behavioral Health within assigned programs Integrating BHIP services into primary functions of the organization Coordinating and developing requests for programs such as but not limited to both human and budget resources, space, staffing, equipment and supplies Ensuring compliances with all functions and standards of accreditation entities such as The Joint Commission (TJC) and the Commission on Accreditation of Rehabilitation Facilities (CARF) that are applicable to Behavioral Health programs (assessment of the patient; care of the patient; patient rights, organizational ethics; continuum of care, etc.) Ensuring programs, processes and procedures are in place to meet VHA performance measures and monitors Using chart reviews and data analytic methods to improve performance and quality problems Clinical Providing clinical consultation to various disciplines and levels of training Academic, Teaching and Training Providing leadership, guidance and consultation on staff education and development Orienting teaches and serving as a consultant to other Medical Center staff and trainees and assisting in the formulation of psychological characteristics and appropriate treatment Conducting reviews of manuscripts submitted to scholarly journals Other Significant Responsibilities In course of duties, has contact on a regular and recurring basis with individuals representing widely divergent backgrounds, interests and points of view Serving as a member of key EPVAHCS managerial bodies Serving on System Redesign, Root Cause Analysis, employee candidate selection and other ad hoc committees, as designated by the ACOS of BH Work Schedule: Fulltime, Monday thru Friday 8:00 a.m. to 4:30 p.m. Telework: Ad-hoc Virtual: This is not a virtual position. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling. Licensure: Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. Loss of Licensure: Once licensed, LPMHCs must maintain a full, valid, and unrestricted license to independently practice mental health counseling, which includes diagnosis and treatment. Loss of licensure will result in removal from the GS-0183 LPMHC occupation and may result in termination of employment. Physical Requirements: See VA Directive and Handbook 5019. English Language Proficiency: LPMHCs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part 11, chapter 3, section A, paragraph 3.j. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Experience, Education, and Licensure. In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills, judgment, and competency. Demonstrated Knowledge, Skills, and Abilities. In addition to meeting the KSAs for the GS-11 grade level, the candidate must demonstrate all of the KSAs below: Ability to administratively supervise other providers and conduct meetings. Ability to maintain a professional environment by following organizational policies, guidelines and safety standards. Ability to establish and clearly communicate guidelines and performance expectations for staff. Preferred Experience: Demonstrated experience as a manager/supervisor, especially as pertains to personnel management Demonstrated experience with evidence-based, time-limited treatments and discharges from therapy Demonstrated experience conducting program evaluations and implementing measurement-based care Demonstrated experience in developing effective programs References: VA Handbook 5005/106 Part II Appendix G46 Licensed Professional Mental health Counselor Qualification Standard GS-0183 Veterans Health Administration April 3, 2018. The full performance level of this vacancy is GS-12. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
