The purpose of this position is to serve in the DCSA's Program Executive Office (PEO) to advise the PEO on policy, guidance, and direction pertaining to IT systems development, acquisition, contract oversight, and vendor management. As a Program Manager, you will be the focal point for overseeing and executing acquisition business processes and commercial practices for IT systems acquisition in support of the PMO.

As a SUPERVISORY PROGRAM MANAGER you will be responsible for the following duties:

  • Telework Eligibility: This position is telework eligible, but is not a full time telework position. The incumbent will be required to report to the office on a routine basis.
  • If selected, the incumbent must obtain and maintain appropriate security clearance as indicated in job announcement.
  • This position is designated special-sensitive; the incumbent must obtain and maintain a Top Secret security clearance.
  • The duties of this position may require temporary duty (TDY) travel and/or local travel.
  • Required to submit a Financial Disclosure Statement, OGE-450 Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.
  • This position requires Defense Acquisition Workforce Improvement Act (DAWIA) Advanced certification in Program Management.
  • Applicants that do not have the certification must obtain the Program Management Advanced certification within 4 years from the entry on duty date.
  • This is a Critical Acquisition Position (CAP).
  • This position requires a 3-year tenure agreement. Must sign DD Form 2889 (Critical Acquisition Position (CAP) Service Agreement Key Leadership Position (KLP)) and execute, as a condition of employment, a written tenure agreement.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-14 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: program management and planning for the implementation, operation, and sustainment, of the information technology infrastructure; acquisition management to provide acquisition system direction in managing cost, schedule, and performance for the planning, procurement, development, implementation, deployment, operation, maintenance, and sustainment of the program(s) assigned; IT systems acquisition processes, and technical skills IT systems engineering and operations; and management analysis for analyzing requirements, legislation or regulations, effectiveness, functions and activities, and proposed changes. Specifically you will be evaluated on the following competencies: 1. Program Management: Designs, implements, and manages multiple or ongoing programs/projects, and directs the related resources, personnel, and activities. 2. Program Planning, Review and Evaluation: Continuing analyses of program effectiveness, efficiency, cost effectiveness, schedule adherence and measurement of program accomplishments and results. 3. Management Analysis - Conducts research and solves organizational inefficiencies to increase the effectiveness of the organization. 4. Acquisition Strategy - Knowledge of the principles and methods for developing an integrated acquisition management plan that describes the business, technical, and support strategies, including the relationship between the acquisition phases, work efforts, and key program events.
