The incumbent is responsible for the planning, development, implementation, coordination, evaluation, and supervision of the Lexington VA Health Care System's VHA Vocational Rehabilitation Program (VHA-VR) in order to meet the objectives for the treatment and vocational rehabilitation of Veteran patients.

Duties

The VHA-VR Supervisor position requires application of specialized professional knowledge and skill in vocational rehabilitation in order to coordinate independently the various activities of several assigned clinical treatment programs such as Compensated Work Therapy- Transitional Work Experiences (CWT-TWE) and Compensated Work Therapy- Supportive Employment (CWT-SE). Major duties for the Vocational Rehabilitation Counselor include (but are not limited to): The supervisor is directly responsible for the planning, development, implementation, monitoring, and evaluation of vocational rehabilitation program operations. Maintaining an effective model for integrated community based vocational rehabilitation services is required. The supervisor will ensure best practices that individualize services will be utilized to address barriers to employment and implement solutions for successful outcomes. The incumbent develops policies that lead to transitional work and supported employment placements in the community and the VA Healthcare System on a full time and part time basis. Reasonable accommodations techniques, job carving, job sharing and job coaching will be addressed. Policy will make VHA-VR Vocational Services available to any Veteran with a disability eligible for VA services including Veterans with psychosis, spinal cord injury, traumatic brain injury, posttraumatic stress disorder and those served through primary care. Responsibility includes internal and external marketing, partnering with business, nonprofits, State Voc. Rehab, and Dept. of Labor. Developing and coordinating inter-agency cooperation is essential. Develops, tracks, analyzes and manages data for NEPEC, CARF and the Joint Commission. Prepares VHA-VR annual report and other local and national reports as required. The incumbent articulates and communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Coach the team in the selection and application of appropriate problem solving methods and techniques, provide advice on work methods, practices and procedures, and assist the team and/or individual members in identifying the parameters of a viable solution. Supervise and lead the team in: identifying, distributing and balancing workload and tasks among employees in accordance with established work flow, skill level and/or occupational specialization. Making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensuring that each employee has an integral role in developing the final team product. Train or arrange for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects, and provide or arrange for specific administrative or technical training necessary for accomplishment of individual and team tasks. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/27/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Qualifying specialized experience include: A background in vocational rehabilitation, knowledge of various disabilities and resulting vocational implications, and knowledge of evidence-based vocational rehabilitation treatment models and employment services. Specialized training and experience in psychosocial and disability-related issues that impact employment as well as with job development and placement practices for persons with disabilities and other employment barriers. Knowledge of the research literature and empirical application vocational rehabilitation are highly significant to manage clinical services as well as to expand various treatment modalities for persons with mental and physical disabilities. Must be well versed in EEO and ADA guidelines as they relate to key employers. Understand statistical data to inform decisions in service delivery and organizational planning. The incumbent must have strong writing and reporting skills to submit written communications to Service, medical facility, and National Mental Health operations. Writing skills demonstrate clinical and administrative knowledge of vocational rehabilitation services and mental health operations and systems. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have possession of a Ph.D. or equivalent doctoral degree with a major study in vocational rehabilitation, vocational or educational counseling, or other fields related to Vocational Rehabilitation or successful completion of 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, which demonstrates the knowledge, skills, and abilities necessary to do the work of this position. This education must have been obtained in an accredited college or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond Master's degree level. You will be rated on the following Competencies for this position: Interpersonal Effectiveness Planning and Evaluating Technical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The physical demands of the position are minimal. The physical work is sedentary although the stress related to providing services to clients In emotional distress or who may be demanding and uncooperative can be more significant than that of most sedentary positions. there is some expectation of touring various worksites as needed to perform assessments and to provide coaching and workplace support to veterans and employers.
