THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a Lead Financial Services Technician, Position Description Number T5130000 and is part of the USPFO Pay and Exam Branch of the Vermont Army National Guard. The purpose of this position is to lead a team of financial services technicians that provide analysis, validation, processing and correction of financial transactions and issues/problems involving the full range of financial services.

Duties

1. Serves as Team Leader. Communicates assignments, projects, problems to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Coaches the team in the selection and application of appropriate problem solving methods and techniques; advises on work methods, practices and procedures; and assists in identifying the parameters of a viable solution. Leads the team in identifying, distributing, and balancing workload and tasks to team members in accordance with established workflow, skill level, and/or occupational specialization. Makes adjustments to accomplish the workload in accordance with established priorities. Provides or arranges for training in methods and techniques of team building and teamwork to accomplish tasks or projects, and acquisition (formal and on-the-job) training and assistance. Coaches, facilitates, and/or negotiates in coordinating team initiatives and in consensus building activities. Monitors and reports on the status and progress of work and conformance with Branch Chief's instructions. Reports and advises the Branch Chief on team and individual work accomplishments, problems, and progress in mastering tasks and work processes, and individual and team training needs. Prepares reports and maintains records of work accomplishments and administrative information, as required. Maintains metrics for the team. Maintains project files; program and administrative materials; and makes available policies, procedures, and written instructions from the Branch Chief. Represents the team consensus and conveys their findings and recommendations. Estimates and reports to the team on progress in meeting milestones and deadlines and ensures that team members are aware of and participate in planning for achievement of team goals and objectives and play an integral role in developing the final team product. Represents resource needs of the team to the Branch Chief such as office automation enhancements and overtime/compensatory time. Secures information and decisions from the Branch Chief on major work problems and issues. Evaluates and makes recommendation is the resolution of simple, informal complaints of employees; referring unresolved formal complaints and appeals to Branch Chief. Advises, communicates and makes recommendation to the Branch Chief on actions affecting team and individual awards, rewards, and recognition. Keeps employees informed of available employee/member benefits, services, and work related activities. On behalf of the team, informs the Branch Chief of performance management issues/problems and recommends/requests related personnel actions such as performance appraisals, career ladder promotions, reassignments, and within-grade-increases. 2. Performs broad-in-depth financial analysis of inter-related accounting, logistics and computer file systems concerning pay, accounts payable, and various travel entitlements, using multiple procedures, processes and techniques to evaluate alternatives and arrive at decisions, conclusions and recommendations. Analyzes diverse financial management technical methods, techniques, precedent cases, and procedures to resolve an extensive range of difficult financial technical issues or problems. Analyzes particular facts of financial transaction problems/issues, verifies and evaluates data; obtains additional information to reconcile discrepancies or inconsistencies; and applies pertinent fiscal laws, regulations, precedent decisions, and procedures to determine appropriate action for resolution. Performs research regarding many different and unrelated processes and methods relating to financial transactions for analysis of complex and unusual financial transactions. Analyzes results, applies personal initiative and judgment to make recommendations, which may result in changing guidelines affecting internal, state, and National Guard Bureau (NGB) level processes and procedures. 3.Interprets data to identify problems, determines nature of the problem or issue, decides approaches to use to resolve issues, and recommends solutions for systemic changes to enhance operations. Uses independent judgment to reconstruct incomplete files, devise more efficient methods for procedural processing, gather and organize information for inquiries, or resolve problems referred by others. Interprets user requirements in designing new ad hoc reports or modifications to standard financial and management systems, resulting from regulatory, system, or force structure changes. Researches, interprets, analyzes, and applies regulations, policies, procedures and legal decisions to work and/or resolve complex financial issues/problems. ** REFER TO POSITION DESCRIPTION FOR FULL LIST OF DUTIES/RESPONSIBILITES**

Requirements

  • The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • This position is designated as Essential Personnel and may be subject to duty in response to a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

Qualifications

OPEN AREAS OF CONSIDERATION: AREA 1, 2, 3, 4 Area I: Current On-board Title 5 or Title 32 Dual Status Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite or 4-Term ) - Only those current Vermont National Guard employees who are in permanent, indefinite, or term technician status as result of being competitively hired by the Vermont National Guard. Area II: All current Federal Employees from any agency. Area III: All current and former members of the VTNG. Area IV: United States citizens. * Veterans' Preference Rules are mandated by law and some applicants may receive priority consideration before other applicants without veterans' preference. General Experience: Is experience that the applicant gained through work within similar financial program structures that support the Series' GS-0503 occupational functions, basic principles, and procedural concepts. For initial hires and promotion considerations, the candidates or employees must meet the specific graded-position's competencies (skill, knowledge, abilities, and behaviors). Specialized Experience: Is experience that prepares the applicant to perform the prescribed duties of the GS-0503 position. An applicant must demonstrate the specialized experience competencies, as cited in each Series' grade, to qualify for a position identified by its applicable position description grade, financial management certification career level, and/or experiences earned through civilian employment or military service. To qualify for this GS-0503-09 position, the applicant must be eligible for entry into the position's financial management certification career program based on the position's GS-grade before final approval and appointment is processed. The applicant must have at least six months of finance program experiences. A qualified applicant must understand the basic principles and concepts of the National Guard financial business program requirements. The applicant must have private or public finance program experiences and competencies that provided knowledge of financial principles and procedures. An applicant must have experiences and training that demonstrated the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. The applicant must have specialized experiences in providing analysis, validation, processing and correction of financial transactions. Is experienced and skilled in leading others to perform financial duties that involved a range of financial services, such as, the analysis, validation, processing and correction of financial transactions and issues/problems. Experiences included communicating assignments, projects, discussed problems to be solved, documented actionable events, milestones, and/or program issues under review, and monitored deadlines and time frames to reach completion. Skilled in preparing financial reports and maintains records of work accomplishments and administrative information. Understands how to use metrics for measuring and summarizing work projects. Experienced in maintaining project files or program and administrative materials. Experiences included performing mentorship and guidance activities; providing performance evaluations and recommendations to the team members to improve individual and/or team effort results. Competent to perform financial analysis of inter-related accounting, logistics and computer file systems in regard to pay, accounts payable, and various travel entitlements by using multiple procedures, processes and techniques in order to provide alternative conclusions and/or recommendations. Skilled in the abilities to research, interpret, analyze, and apply regulations, policies, procedures and legal decisions to work and/or resolve complex financial issues/problems. Knowledgeable of public law; fiscal law; Department of Defense (DoD), Department of the Army (DA), Forces Command (FORSCOM), NGB, and Defense Finance and Accounting Service (DFAS) regulations; Standing Operating Procedures; Comptroller General Decisions; and, policies and issuances in order to execute the full range of financial and commercial services. As a condition of continued employment in the GS-0503-09 position, dependent on the position's certification level, the employee must complete the position's higher financial management certification within 24 months of appointment to that position. FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

Education

THIS IS A FINANCIAL MANAGEMENT LEVEL 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Substitution of Education for Specialized Experience. To qualify for the National Guard GS-0503 Title 5 Excepted Service positions, on the basis of completed undergraduate or graduate education, the college degree education must be in one of -or- be a combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management. Applicants, who were service members or who currently serve in a military component and completed training in financial programs, are considered minimally qualified for the GS-09 entry-level position.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of graduate level education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
