The Pharmacy Supervisor is responsible for managing and coordinating comprehensive pharmaceutical care activities in clinic setting for veterans within the VA TX Valley Coastal Bend HCS. The incumbent operates independently with a broad delegation of authority to coordinate all aspects of pharmacy services within the clinic. This position requires responsibility for complete technical/administrative authority over the work, which requires coordination and integration of work assignments.

Additional responsibilities mandates oversight of drug information, seamless transition between any of the aforementioned and veteran information systems, outpatient consulting, training and education, telephone care services, consolidated pharmacy inventory and supply management and new programs relating to the pharmacy management section. Manages all assigned pharmacy operations, personnel, and resources under the direction of the Chief of Pharmacy, or designee, VATVCBHCS, and the Chief Medical Officer (CMO). Incumbent of this position has direct patient care duties and must be proficient in the English language. 1. Manages the clinic inventory program, the drug accountability and controlled substances program for respective Pharmacy. Coordinates with other clinic sections to effectively maintain resource accountability. 2. Develops, coordinates and executes performance standards that are realistic, challenging and support the organizational mission, vision, and goals. Ensures that employees meet performance standards and competencies and identifies areas for improvement as warranted. Effectively manages personnel to include resolving all labor relations issues. 3. Establishes work schedules, allocates staff as needed to provide adequate coverage. Maintains time and attendance records and approves leave. These efforts are to ensure adequate pharmacy staffing to maintain appropriate levels of pharmacy services. 4. Maintains and assesses daily workload and shifts in demands throughout the day. Identifies backlogs and makes staffing adjustments as appropriate to meet organizational goals. 5. Develops and establishes policies and procedures defining operational requirements. 6. Ensures assigned administrative projects and reports are submitted in a timely fash 7. Effectively utilizes and maintains proficiency with the Veterans Integrated Systems Technology Architecture (VISTA), Computerized Patient Record System (CPRS) and other automated pharmacy equipment and computer software systems as operational dictates requires. 8. Assists in assuring that the clinic pharmacy program is compliant with all regulatory and accrediting body requirements, i.e., SOARS, CAP, JCAHO, FDA, ASHP, etc. B. Supervisory Management: 1. Functions as a clinic pharmacy supervisor regarding planning, directing, controlling, and coordinating comprehensive pharmacy services 2. Maintains workflow patterns to keep outpatient prescription waiting time within the performance standard (currently 30 minutes) while ensuring accurate dispensing and record keeping. 3. Effectively coordinates workload, directs outpatient processing, conforms and supports short and long-range objectives and goals, solves problems, and operates within budget and staffing guidelines. 4. Complies with performance improvement (PI) standards and objectives in all areas of the outpatient clinic. Maintains quality assurance criteria, monitors and evaluates quality of care provided by Pharmacy and reports results to appropriate Pharmacy Managers and Staff. 5. Monitors and controls the use of budgeted funds. Monitors fund control point activity and ensures accountability with regulations regarding pharmacy purchases. 6. Oversees day-to-day maintenance and operation of pharmacy equipment and automation, such as ScriptPro, Mumps AudioFax, Automated Drug Distribution Systems (PickPoint, Omnicell), Que-Matic, Veterans Health Information Services, etc. Utilizes available reporting functions to optimize the efficiency of these systems. 7. Oversees staff assigned to process HRC patient inquires and contact patients. Assures patients are contacted within one business day or referred to appropriate VA Staff so that patient's requests are processed in a timely fashion. 8. Works with other pharmacy managers and staff to identify areas of duplication of efforts and develops solutions to streamline processes, reduce waste, reduce costs and improve patient care. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Physical Requirements. See VA Directive and Handbook 5019 Education : Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Foreign Education: Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Pharmacy Supervisor, GS-13 Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level. Responsible for the professional and administrative management of an assigned area in pharmacy service, to include budgetary execution. Such individuals have responsibilities for supervising multiple pharmacists and technicians. Manages people, maintains effective interdepartmental relations, and cooperates with other services to accomplish the medical facility's mission and goals. Develops performance standards, assures that the program area is compliant with all regulatory and accrediting body requirements, designs and implements orientation and training programs for staff, and develops and maintains systems to monitor the performance of staff activities. Develops policies and procedures relative to their assigned area. Demonstrated KSAs. Pharmacists assigned to this position must also demonstrate the following KSAs: (1) Ability to effectively supervise subordinate staff. (2) Ability to communicate orally and in writing to persuade and influence clinical and management decisions. (3) Expert understanding of regulatory and quality standards pertaining to pharmacy. (4) Skill in managing people or programs. Preferred Experience: Previous pharmacy or large organization management experience Comprehensive knowledge of pharmacy workflow to include operations as well as pharmacy administration Comprehensive knowledge of personnel utilization to include scheduling, HR rules and regulations related to disciplinary processes, employee competencies, labor relation issues, and time and attendance records Possesses ability to analyze systems and streamline processes to maintain and improve patient care through the most efficient and timey delivery of prescription medications to VA patients Comprehensive knowledge of pharmacy budgeting and other management processes to efficiently offer cost effective, criteria bases medication therapy outcomes for VA patients Possesses personal skills and ability to interact with tact, courtesy and diplomacy to represented pharmacy service professionally when interacting with external and internal customers References: VA Handbook 5005/55 Part II Appendix G15 dated June 7, 2012 The full performance level of this vacancy is GS-13. Duties continued:

9. Attends staff meetings, keeps pharmacy administration informed on clinic matters, and present clinic related issues pertinent to operational efficiency. Share knowledge with staff as necessary to keep staff informed.
10. Ensures a pharmacist reviews/verifies/ processes all orders, solves problems and monitors each patient's medication profile.
11. Performs other duties as assigned by pharmacy administration to facility pharmacy operations/services.

C. Clinical:
1. Promotes a patient-focused, team-based multi-disciplinary model of pharmaceutical care to influence drug prescribing, medication monitoring and drug laboratory review that assures positive outcomes from medication use. Enhances current pharmacy system to place pharmacists into an environment of direct patient and prescriber contact, where pharmacists also have unrestricted access to clinical information. This system provides exceptional, timely pharmaceutical care services to all medical center patients.
2. Maintains system oversight that aids pharmacists or staff in identifying actual or potential drug-related problems at the front end of the prescription and medication order entries processing. Eliminates duplication of efforts, monitors reports and reduces medication errors, adverse drug events, and increases patient satisfaction.
3. Assures that pharmacists provide patient medication counseling by verifying patient understanding of the medication effects, proper medication use, expected outcomes, frequency of medication refills and how the current prescription will be processed.
4. Participates in the provision of pharmaceutical care support services as required, including drug distribution, drug information, database management and documentation of interventions.
5. Ensures staff, pharmacists and technicians understands the reporting process and reports actual and/or potential medication errors or adverse events. Participates in quality improvement initiatives to promote patient safety. Actively participates in the Adverse Drug Reaction (ADR) reporting program. This process will include quality monitoring for prohibited, error prone abbreviations and unacceptable methods of expressing doses.
6. Works with the Clinical Product Line Managers and providers to ensure staff adheres to formulary process to promote and ensure patients receive the most cost-effective drug therapy.
7. Stays abreast of Pharmacy and Therapeutic Committee changes and ensures staff understands and complies with required formulary changes. Recommends deletion on non-moving formulary items.
8. Evaluation of non-formulary consults in accordance with VA criteria for use of non-formulary medications.
9. Monitors use of non-formulary medications and offers alternatives to medical staff.

D. Education:
1. Assists in the training of new pharmacy employees.
2. Collaborates with clinical pharmacists on pharmacy training and development to promote the learning experience, expands and improves the performance of pharmacists, pharmacy technicians, pharmacy interns and students.
3. Participates in all aspects of training such as conducting on-the-job training, conducting in-services, and monitoring performance.
4. Ensures employees meet all mandatory requirements for training.
