This position is located in the Office of Management Services, Division of Asset Management in Rockville, Maryland. The incumbent in this position has the responsibility for all acquisition, disposition, economical and efficient utilization, custody maintenance, and accountability for all personal property located within the Indian Health Service. This position reports to the Director, Division of Asset Management.

Duties

Provide timely and adequate services within the personal property management function; advises the Director, DAM in the development, coordination, and assessment of activities; and establishes priorities for the accomplishment of supporting services to help attain organizational mission, goals, and objectives. Responsible for the activities of the Headquarters personal property management program to ensure accountability, effectiveness and compliance with the Department of Health and Human Services (HHS) and Indian Health Services (IHS) regulations, and policies. Develop, administer, and control property criteria and accounting for all Headquarters accountable property to assure that it is acquired, donated, transferred, and disposed of in accordance with the Federal Management Regulations. Develop and administer controls for the equipment replacement program and additional equipment needs by program and fiscal year. Maintain the Property Management Information System to determine if changes in the system are needed and make recommendations to improve the program when appropriate.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2000/inventory-management-series-2010/ In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: GS-11: conducting inventory management reviews and completing appropriate forms and reports for completeness and accuracy; reviewing personal property management protocols to identify discrepancies, inconsistencies and areas potentially requiring accountability, effectiveness and compliance with policies, regulations, and operating procedures; determining actions to be taken, interpreting, conducing, and implementing personal property management procedures; and monitoring personal property management systems. GS-12: operating a property management program; applying inventory management principles, concepts, and methodologies requiring the application of judgment and analysis to provide inventory management services or resolve problems associated with inventory management systems and processes; developing and implementing service-wide personal property management policies, procedures, and systems; administering the acquisition, disposition, economical and efficient utilization, custody, maintenance and accountability processes for inventory and equipment. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
