This position is located in the Field Operations Directorate and reports to the Chief of Staff for Central Region. Duties

As an ADMINISTRATIVE OFFICER you will be responsible for the following duties: This position is located at the Central Region Headquarters in Irving, TX and reports to the regional Chief of Staff (COS). As an Administrative Officer for a region of DCSA field operations staff, which includes multiple mission areas and disciplines, you will be responsible for providing broad advisory services to the COS and other region leaders, and for providing broad administrative services that ensure the effective and efficient operation of field operations and the region. - Human Resources: Advises the Regional Director and Central Region managers and supervisors on a variety of HR matters such as recruitment, pay, hours of duty, awards, performance management, benefits and assists the Regional Director and managers and supervisors in carrying out his/her HR responsibilities. Coordinates the delivery of human resources services with Field Operations headquarters and the Human Capital Management Office (HCMO). Initiates and tracks personnel actions, collaborates with DCSA management and staff to develop recommendations and solutions to recruitment and classification needs and concerns. - Budget & Resource Management: Compile, track, and manage regional projected spending in assigned area of responsibility. Serves as the secondary Government Purchase Card (GPC) holder for personnel in a specific region and will be responsible for purchasing needs for their AOR. Assist in developing field operating budget requirements, preparing mid-year financial reports, requesting and justifying unfunded requirements, processing vendor payments, performing budget execution, and conducting end-of-year financial close-out. Coordinates logistical support for the DCSA field workforce in his/her respective region and assists other regional field resource personnel. - Administrative Analysis: Conducts studies, evaluations, and surveys to assess the field's program effectiveness in specific areas, to determine where changes or improvements are needed and to establish short-range objectives and long-range goals to improve administrative operations and support. Evaluate how administrative programs are being carried out, how they impact field operations and to resolve problems. Identifies program shortcomings and needs, such as needs for new procedures or instructions, better utilization of equipment, new or additional IT hardware or software and office automation improvements, better interface with the DCSA staff elements, better record keeping or reporting, and ways to improve programs involving other agencies or vendors. - Oral and Written Communication: Issues information briefs, policies, white papers or other written communiques to provide information and training to all supervisors and employees in his/her areas of responsibility. This may include new IT, personnel or administrative requirements, information on shortfalls or problems in program support, non-compliance with policies, new standardized financial management instructions or other changes in procedures to improve the effectiveness of administrative operations. Develops presentations, spreadsheets, reports, or other visual representations to display compiled data and analysis for Central Region topics. - Performs other duties as assigned.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GG-12) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: General knowledge of administrative laws, policies, regulations, procedures and precedents applicable to the administration of Federal programs; e.g. human resources, security, administration, financial management, and logistics. Experience consulting with senior management officials within an organization on critical resource issues affecting operating programs. Experience developing, planning, organizing, and evaluating work in various administrative programs in support of the workforce. Experience providing customer support and service, enabling personnel to be successful in the execution of their mission and/or initiatives. Experience providing logistical support; ordering and tracking resources, supplies, and property. Experience providing resource management techniques and practices that promote greater efficiency, effectiveness and economy, and resolve problems. Specifically you will be evaluated on the following competencies: 1. Financial Management: Prepares, justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization. 3. Program Support: Process of managing several related projects, often with the intention of improving an organization's performance. 5. Oral and Written Communication: Demonstrates the ability to clearly and effectively articulate and present facts, ideas, issues and analyses to a wide range of audiences; makes clear and convincing oral presentations; prepares succinct and well-organized papers, briefings and documentation to promote decisions
