This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for 9905 to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Coordinates, conducts, and/or directs teams in the inspection of Federally funded flood risk reduction projects, assists in the collection and evaluation of data from instrument readings at the District's dam projects. Performs routine and non-routine maintenance on instrumentation.
Duties
Coordinates, conducts or directs teams in the inspection of Federally funded flood risk reduction projects.
Collects and evaluates data from instrument readings at the District's dam projects.
Assists in establishing processes for evaluating and storing data.
Manages data handling systems including hardware and software matters.
Designs, installs, and maintains instrumentation systems that measure geotechnical and structural parameters such as piezometric levels, deformations, and seepage flows.
Performs investigations to determine if instrumentation is performing satisfactorily.

Minimum Qualification for GS-10: To qualify, applicants must have one year of specialized experience which includes: interpreting laws and regulations; preparing instrumentation plots utilizing CADD; on-site testing, monitoring, repairing, and installing of instrumentation devices; updating and customizing software applications including writing simple routines for repetitive actions; and coordinating data collection and data evaluation from instrument readings at the district's dam projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-09.
Minimum Qualification for GS-11: To qualify, applicants must have one year of specialized experience which includes: planning, coordinating, conducting, or directing teams in the inspection of all Federally funded flood control and flood protection projects; providing guidance and advice as to the operation, maintenance, and repair of the flood control structures; interpreting laws and regulations; preparing instrumentation plots utilizing CADD; on-site testing, monitoring, repairing, and installing of instrumentation devices; and updating and customizing software applications including writing simple routines for repetitive actions; coordinating data collection and data evaluation from instrument readings at the district's dam projects; providing technical guidance and coordinating activities of several instrumentation technicians; and establishing and communicating processes for evaluating and storing data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-10.
***This is a developmental position. The duties of this position lead to the full performance level of GS-0802-11. Incumbent may be appointed to either the GS-10 or GS-11 (depending on qualifications). If selected at the GS-10, the incumbent may be non-competitively promoted to the target level of the position upon: meeting all regulatory requirements; certification by the supervisor of successful performance; completion of all training requirements; and the availability of work at the next higher grade level. Promotion is not automatic.
