The Carpenter, WG-4607-09, performs maintenance and repair, construction, alterations, fabrications, possesses a complete knowledge of the practices, and can be located at any of the VA Palo Alto Health Care System three divisions.
Duties
DIRECT HIRE AUTHORITY: This position is being filled using Direct-Hire Authority (5 CFR 337.201) for this occupation.
Major Duties include:
Plans and completes projects from initial layout to final assembly involving construction, alterations, repairs, renovation, and modifications.
Performs maintenance and repair, construction, alterations, fabrications, and possesses a complete knowledge of the trade practices, builds, erects, installs, repairs, modifies and finishes walls, doors, frames, windows, window frames, forms, ceilings, roofs, floors, all types of framing, shelving, tables, benches, cabinets, counters, countertops and/or facings, signs, scaffolds, many different building components of wood, wood substitutes, metal, masonite, Plexiglas, plastics, plastic laminates, sheets rock, paneling, etc.
Modifies, installs, assembles, removes or repairs structures, partitions, walls, cabinets, furniture (both indoor and outdoor), building appurtenances, roofs, ceilings, floor coverings.
Sands, scrapes, paints, stains, varnishes and performs other finish or refining tasks to complete assigned work.
Installs, repairs, or replaces building hardware including locks, door closer, door hinges and/or stops.
Repairs, replaces or installs roofs, roofing materials, eaves, gutters, down spouts, interior and exterior building shells, veneers, sidings, insulation, and soundproofing materials, etc.
Installs, erects, removes, and repairs signs, clocks, view boxes, towel and soap racks or holders, toilet paper dispensers, fences, posts, other personal property items, or equipment and building accessories.
Performs tasks in other M&R or construction trades such as locksmith work, tile setting, masonry, painting, glazing, and cabinet making.

Physical Requirements: Work requires good coordination and good physical condition. Required to walk, stand, stoop, bend, kneel, climb, crawl, and work in uncomfortable positions and to pull, push, reach over the shoulder, and lift supplies and/or equipment weighing up to 100 pounds. Must have rapid mental and muscular coordination simultaneously, good hearing, depth perception, and the ability to distinguish basic colors and shades of colors. Glasses are permitted.
Other Significant Factors: Required to enter hazardous areas, crawl in basements, and enter areas where there is possible exposure to fumes, gases, or toxic materials. Constantly works around power equipment and machinery, including power saws, drills, blowers, etc. Some work is around equipment and machinery with moving parts, and there are other hazards such as exposure to ultra-violet radiation, biological contamination, steam, and hot water lines, pumps, and other equipment. Extended periods of concentration when reading, interpreting, and/or applying building plans, blueprints, codes, specifications, shop mathematics, and verbal or written instructions. Good hand and eye coordination is required for accurate measurements and for completing close, tight-fitting work. Incumbent is subject to overtime or callback during non-administrative hours for emergency trouble calls, repair work, or for other work that cannot be completed during regular duty hours. Frequently required to use safety goggles or glasses, gloves, aprons, coveralls, safety shoes, and/or other protective devices or safety equipment.
Working Conditions: Work is both outside and inside in areas of medium to excessive heat, cold, humidity, dampness, or chilling areas that have intermittent noise, dust, fumes, grease, dirt, oils, with exposure to electrical wires and energy. Areas may be slippery and/or uneven surfaces, in equipment rooms, tunnels, crawls spaces, penthouses, overhead catwalks, ladders, platforms, scaffolds, and/or in tight areas such as manholes, vaults, and electrical equipment closets.
