You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the Financial Management Department (N8) of NAVRESREDCOM NORTHWEST.
Term appointments may be extended up to 8 years at the discretion of management and in accordance with applicable regulations. Additionally, you may be noncompetitively converted to a permanent career-conditional or career appointment under specific conditions.
Duties
You will operate in high degree of independence in carrying out budgetary and financial management responsibilities.
You will perform a variety of analytical, technical, and administrative work for substantive programs and support activities.
You will be responsible for work assignments, work schedules and the development of training plans.
You will be responsible for covering labor, budgeting and accounting management within the organization.
Requirements
- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to obtain and maintain a current DOD FMCP Level II certification.
- This position may require situational rotating, overtime, weekend and holiday shift work.
- A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.
Qualifications
GS-12: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience in financial management policies, procedures and regulations to identify, analyze and resolve a range of budgetary issues.
Experience applying analytical reasoning to identify and conceptualize budgetary problems, and develop alternative solutions.
Experience exhibiting knowledge of basic supervisory/management principles, practices and regulations, and effectively lead, motivate and counsel employees.
Experience demonstrating clear, concise written and oral communication skills.
GS-11: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience performing supervisory duties; ensuring compliance with applicable laws, regulations, and policies.
Experience formulating budget and estimates to support plans, programs and activities.
Experience utilizing analytical skills to run reports, research errors, provide corrective actions to stakeholders and following-up on resolutions.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE

SUCCESSFUL completion of a Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree; OR LL.M. if related.
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements.
