The primary purpose of the position is to perform a variety of administrative and program support duties in such areas as administration, budget, purchasing, records, file management, property accountability, and may assist with making travel arrangements, schedules meetings, and composes reports.

Duties

Duties include but not limited to: Plans, coordinates the preparation and data gathering for special reports and formal responses to request data; consolidating questionnaires and evaluating responses; consolidating and analyzing statistical and narrative data for periodic performance indicators and management reviews. Communicates effectively with VA co-workers and management officials as well as external stakeholders and handles differences of opinion in a constructive manner Ensures that daily work and the VA's strategic direction are Veteran centered Prepares correspondence, from digital drafts documents and brief notes. Responsible for spelling, grammar, format, and arrangement of material. Provides assistance with performance measures, goals, and objectives Use customer feedback data in planning and providing products and service. Research agency regulations, manuals, handbooks, and other reference materials, including new guidelines issued by higher authorities to ensure local regulations are up-to-date and in compliance. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday through Friday 07:30am - 04:00pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/16/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-6 Minimum Qualifications: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and understanding of the principles of health care administration and the VA's mission and operations management objectives, practices, methods, and techniques necessary to assist in evaluating the center's administrative support function, Knowledge of resource allocation methodologies. Knowledge of Microsoft Office Package, including, Word, Excel, Adobe, and PowerPoint in order to develop and maintain Excel spreadsheets and graphs; help create power point presentations, prepare reports, correspondence, proposals, and operational plans. Proficient as a typist. GS-7 Minimum Qualifications: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and understanding of the principles of health care administration and the VA's mission and operations management objectives, practices, methods, and techniques necessary to assist in evaluating the center's administrative support function, Knowledge of resource allocation methodologies, Skill in establishing and maintaining work relationships with a variety of individuals from all levels of health professionals and administration. Ability to communicate effectively, orally and in writing and have the ability to relate positively to management and employees at all levels as well as well as the general public. The incumbent must be well organized, possess excellent time management skills, and have the ability to resolve problems, knowledge of the duties of the staff and the program of the service to perform non-routine assignments. The incumbents' skills must include an understanding of the organizational flowchart as well as the internal flow schematic of the document handling within GREC program structure. You will be rated on the following Competencies for this position: CommunicationData ManagementEducation and Training Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary. The employee sits comfortably to do the work. However, there may be some walking, standing, or carrying of light items such as manuals or files. The work does not require special physical demands. The work environment involves everyday risk or discomforts that require normal safety precautions typical of such places as offices, training rooms, and libraries.
