The position is primarily responsible for planning, developing, implementing, coordinating, directing, and evaluating educational programs. Develops and executes specific programs for educational development, including staff education, training, and career development, and ensures the educational needs of the Health Care System are addressed. Employs a wide variety of adult learning methods and modalities, including traditional classroom, web-based, and blended learning formats.
Duties
Working with leaders and subject matter experts to determine strategies to incrementally develop staff including course prerequisites, objectives, content, and instructional methods. Conducting needs analysis to identify and determine which new educational programs are required to align with training priorities, equates complexity of learning/training and potential consequence of inadequate performance and conducts and administers training programs.
MAJOR DUTIES AND RESPONSIBILITIES
Works with leaders and subject matter experts to determine strategies to incrementally develop staff including course prerequisites, objectives, content, and instructional methods.
Conducts needs analysis to identify and determine which new educational programs are required to align with training priorities, equates complexity of learning/training and potential consequence of inadequate performance and conducts and administers training programs.
Analyzes and evaluates proposed initiatives for probable impact on existing programs and works with subject matter experts to develop a training curriculum that addresses the developmental needs of the workforce.
Position considers how available resources impact these decisions, such as criticality to the mission, deadlines for compliance, instructor capacity, facility availability, funds, supplies, and equipment.
Develops and improves training guidance for new and existing programs.
Develops recommendations for course revisions for specific programs based on customer feedback and leadership direction.
Develops training programs to include initial, refresher, recurring, and remedial. Performs
Instructional System Design (ISD) duties such as course maintenance and updates based on VA,VHA, and local requirements, occupational analysis (interviews, questionnaires, surveys, direct observation of workers, and reviews by panels of experts), student needs, course content, and mission emphasis.
Participates in educational program/project activities such as meetings, conferences, and information gathering; and promotes specific programs/projects through participation in agency operational or planning meetings or similar activities in order to publicize education program accomplishments and solicit the support and cooperation necessary to ensure program success.
Designs programs through the analysis of personnel, facilities, supplies, and material needs; prepares budget requests and program plans; and provides ongoing advice and assistance in implementation.
Develops lesson material for complete, full-length courses, or major course units of comparable scope.
Reviews existing lesson material and determines its usefulness or the need to develop new materials in compliance with instructional design principles.
Monitors student training, observes practical exercises, and adjusts learning experiences to meet student needs.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/13/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

To meet the Individual Occupational Requirements of this position you must have Undergraduate and Graduate Education with a Major of Study in Education or related field.
OR
Specialized Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
Undergraduate Education: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, (1) have specific course work that meets the requirements for a major in a particular field(s), or (2) have at least 24 semester hours of course work in the field(s) identified. Course work in fields closely related to those specified may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance. One year of full-time undergraduate study is defined as 30 semester hours or 45 quarter hours.
Graduate Education: Education at the graduate level in an accredited college or university in the amounts shown in the table meets the requirements for positions at GS-7 through GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.
GS-11 Training Specialist: In addition to meeting the individual occupational requirement above, to qualify for the GS 11, you must have at least one (1) year of specialized work experience equivalent to at least the GS-9.Examples of qualifying specialized experience include:
Independently teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher-level graduate education leading to such a degree
or
LL.M., if related
GS 12 Training Specialist: In addition to meeting the individual occupational requirement above, to qualify for the GS 12, you must have at least one (1) year of specialized work experience equivalent to at least the GS 11.Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
There is no education substitution at this level.
Preferred experience: 1 - 2 years experience in leadership training and development.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements:
The work is typically sedentary. However, the ability to periodically stand, kneel, and stoop for long periods of time is required during learning program presentations. The ability to hear and understand speech, and communicate in person, on the phone, via video teleconference are similarly necessary. Occasionally driving a motorized passenger vehicle is required.
