The VHA Health Care System Senior Records and Information Management Specialist position has oversight for the VHA Health Care System and supporting catchment area Records Management Program and initiatives, regardless of the medium (paper, film, electronic or some other format) Health Care System Records and Information Management (RIM) work involves the creation, dissemination, research, storage and disposition of Federal Records.
Duties
Ensuring compliance with recordkeeping requirements for VHA records.
Coordinates records management functions with service line records liaisons and leadership.
Conducts focused monitors and audits of records created and maintained by service lines.
Maintains a thorough and working knowledge of VA/VHA Systems of Records (SOR), VA/VHA privacy policy, Freedom of Information Act (FOIA), Office of Management and Budget (0MB), NARA, The Joint Commission (TJC) and other federal laws and regulations.
Independently develops and utilizes records management metrics, dashboards, audits, surveys and other RIM reports to identify potential issues related to the health care system records management program. Conducts site visits to include all health care system campuses, outpatient clinics and contracted CBOCs, as well as business affiliates to evaluate the effectiveness and efficiency of the overall records management program and ensure compliance. Develops detailed assessment reports and corrective action plans after problem identification and analysis. Compiles and presents findings to service chiefs, management and upper leadership (or designees) and follows up on action plans to full remediation.
Evaluates the disposition of records within their life span to serve as a basis for assigning records retention instructions and implementing the most responsive and cost-effective means for managing them.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: 8am to 4:30pm M-F

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/13/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Educates business associates about the records management program and their respective responsibilities in carrying out the records management program based on current statutes and standards, including the six (6) VA statutes governing privacy. Provides subject matter expertise regarding meta data attributes needed to describe records and document the preservation process. Promotes and elevates records management practices to medical center staff.Works to ensure facility compliance with policy and other applicable federal laws and regulations for records management programs and recommends at the facility and national level improvements in records management practices.

Physical Requirements: The work is primarily sedentary. There will be episodes of moderate lifting or prolonged periods of standing and bending in searching various files. There is lifting and carrying of such items as record boxes and bulky files. The work involves considerable walking, standing and bending conducting rounds, auditing, and providing training to both on-site and off-site personnel. There is also occasional lifting and carrying of such items as records boxes and bulky files, weighing up to 30 lbs. and boxing records in preparation for the records retirement and shipment.
