This position is located with Bonneville Power Administration, in Business Controls and Information (TFAI), Field Strategy and Operational Excellence (TFA), Transmission Field Services (TF). A successful candidate in the Asset Management Specialist (Data Management) position will serve as the technical lead of the Asset Management Data Team and technical expert responsible for development, maintenance, and enhancement of processes for asset data management, for all of TF.

Duties

As an Asset Management Specialist (Data Management), you will: Leads project efforts in development, maintenance, and enhancement of processes for asset data management for all of TF. Provides technical expertise and authoritative advice, counsel, and guidance to TF management and other asset management specialists. Act as a primary point of responsibility for interfacing with TF management and external organizations for reporting and responding to asset data management-related requests, issues, and problems. Consults with management to prepare detailed plans, goals, objectives, requirements, and criteria for complex or high-value management processes and systems, such as developing new analytical techniques to evaluate complex program issues. Determines the need for and oversees the development of written policies and procedures, and reviews and recommends approval upon completion. Reviews productivity in all project areas and phases, monitors problem areas, and oversees implementation of solutions to project issues. Plans and implements asset data management plans, strategies, and assessment processes for key programs where there are unprecedented and controversial asset data issues with many significant interrelated forecasting variables requiring development of new policies across a diversity of agency programs, functions, and/or operations. Plans, develops, and conducts reviews and studies of organizational functions to assess program compliance with BPA's goals to and initiate and implement programmatic updates interrelated with asset changes.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized Experience is defined as experience in a range of concepts, laws, regulations, and policies applicable to public utility operations to 1) analyze data issues to solve problems impacting users' respective functions, and 2) to maintain data integrity or develop processes or policy to ensure changes meet compliance and other program requirements.
