This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for 9905 to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Civil Engineering Technician for the Geotechnical Design and Dam Safety Section with the responsibility for instrumentation systems used to monitor flood control structures and preparing designs for construction projects.

Duties

Collects, reduces, evaluates, and plots field instrumentation data from devices including open tube piezometers, flow meters, inclinometers, tilt plates, and other instruments that measure pressure and movement in flood control earth structures. Assists in updating and customizing software applications including writing simple routines for repetitive actions. Prepares instrumentation plots utilizing CADD. Prepares instrumentation portion of periodic inspection reports. Assists in surveillance activities during floods or other unusual events. Provides technical guidance to field personnel concerning surveillance activities and instrumentation. Develops and prepares finished drawings using advanced application Computer Aided Design and Drafting (CADD) software. Conducts laboratory and field soil testing.

Requirements

  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position has a requirement to lift up to 50 lbs. in the regular performance of duties.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience GS-07: One year of specialized experience which includes: monitoring flood control structures, preparing designs for construction projects, and plotting field instrumentation data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). OR Education: One full year of graduate level education in a field directly related to the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) Specialized Experience GS-08: One year of specialized experience which includes: monitoring flood control structures, preparing designs for construction projects, plotting field instrumentation data, preparing designs and plans for construction projects and trouble-shooting problems with data reduction and storage software.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Education: One and a half years of graduate level education in a field directly related to the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 18) by 9. Add the two percentages. Specialized Experience GS-09: One year of specialized experience which includes: monitoring flood control structures, preparing designs for construction projects, plotting field instrumentation data, preparing designs and plans for construction projects, trouble-shooting problems with data reduction and storage software, and prepares instrumentation plots utilizing CADD, and prepares instrumentation portion of periodic inspection reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). OR Education: Two full years of graduate level education (i.e., 36 semester hours) in a field directly related to the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 18) by 9. Add the two percentages. (Note: You must attach a copy of your transcripts.) Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS-10 and GS-11, you must meet the qualification requirements using experience alone--no substitution of education for experience is permitted. This is a developmental position. The duties of this position lead to the full performance level of GS-0802-11. Incumbent may be appointed to either GS-07, GS-08, GS-09, GS-10 or GS-11 (depending on qualifications). If selected at a grade below GS-11, the incumbent may be non-competitively promoted to the target level of the position upon: meeting all regulatory requirements; certification by the supervisor of successful performance; completion of all training requirements; and the availability of work at the next higher grade level. Promotion is not automatic.

Education
