WHAT IS THE RETURN PREPARER OFFICE (RPO)DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: RPO, Vendor Processes and Business Requirements, Business Requirements Planning Office The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Functions as the resident expert relating to all aspects of project planning, execution, and implementation. Ensures the integration of programs and services provided by IRS contractors; develops solutions to integration issues; designs, develops, and manages current and future business requirements. Applies or extends, enhances, or optimizes the existing architecture; manages assigned projects; communicates complex technical requirements.to non-technical personnel; and prepares and presents briefings to senior management officials oncomplex/controversial issues. 25% Leads systems development projects from design to support; evaluates the effectiveness of installed systems and services; and provides advice on and devising solutions to a wide range of issues. Meets with managers and executives within the Service to define the overall goals and objectives of the project applies the principles of Agile to their program assignments Prepares action plans and schedules for various phases of project accomplishment, both short and long-range Ensures that plans are consistent with Service goals, schedules, and policies; reviews and approves technical requirements for projects, develops project plans, provides technical guidance to team members. Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE FOR GS-13: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes all of the following: Experience in applying, advanced principles, concepts, methods, standards, and practices sufficient to accomplish assignments. Such knowledge includes skill in the development and interpretation of procedures and strategies governing the planning and delivery of services throughout RPO; providing expert technical advice, guidance, and recommendations to management and other technical specialists on critical RPO issues; applying new developments in the occupation to previously unsolvable problems; and making decisions or recommendations that significantly influence important RPO policies or programs. Experience using a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, to accomplish complex projects or studies of broad scope. Experience with a range of laws, policies, regulations, and precedents applicable to the segment(s) of the Service's program affected by the assigned project or study. Experience with the overall mission, objectives, functions, policies, and organizational structure of the Internal Revenue Service. Experience working with the objectives of the project and its relation to the Service's various functions and overall program. Experience using management principles and processes to perform project management duties and to effectively coordinate and integrate project objectives and recommendations with key line and/or staff functions of the Service. Experience in applying, systems analysis techniques, software design concepts and methods and new or emerging technologies. Experience working effectively with others and to maintain harmonious relationships with all parties. Experience communicating effectively both orally and in writing. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
