This Job Opportunity Announcement will be used to fill a Prosthetic Representative GS-0672-5T11 position in Prosthetics and Sensory Aids Service at the Cheyenne VA Health Care System, Cheyenne, WY.
Duties
The Non-Supervisory Prosthetic Representative is responsible for ensuring all prosthetic services are carried out in accordance with established policy, practices, and goals of the Cheyenne VAHCS's PSAS. The Prosthetic Representative ensures that Veterans are eligible and entitled, examinations are conducted, medical determination and treatment plans are agreed upon, identification and authorization documents are issued, vouchers for care and prescriptions are reviewed, and payments are authorized. Administratively manages and/or assists with the Home Improvement and Structural Alteration grant program, Automobile Adaptive Equipment (AAE) program, Clothing Allowance (CA) program, Home Oxygen (HO) program, Prosthetic Service Card (PSC) program, and 2641 program.
Duties include but are not limited to:
Incumbent interprets and applies laws, regulations and procedures related to rendering prosthetic services as a necessary part of the Cheyenne VAHCS care for which Veterans are eligible. The variety of services offered, the large number of vendors, and the development of new and experimental prosthesis make economic forecasting and general workload planning complicated, unpredictable, and subject to frequent revisions. Program must be under constant review to ensure efficiency.
Requires knowledge and skills sufficient to solve complex problems involving different aspects of the program administration, by changing or adapting established methods, making significant departures from previous approaches to improve or extend information gathering and testing, changing, or adapting new methods to meet regulatory requirements. Comprehensive knowledge of interrelationships between prosthetic management and other medical care services are used to evaluate health care practices.
Designs and administers the prosthetic program for the Cheyenne VAHCS and is fully responsible for planning, directing, organizing, coordinating, and controlling overall prosthetic operations. Usually estimates budget and operates the program within budgetary limitations, determines staffing and equipment needs, and plans for future needs and developments; implements both the medical facility's and regulatory policies and procedures; maintains liaison with other medical services to get support for prosthetic activities. The incumbent serves as an authoritative source on all prosthetic matters and fully participates and provides technical advice in significant planning and decision-making actions within PSAS.
Requires knowledge of musculo-skeletal anatomy and physiology. The incumbent uses knowledge of the basic functions, responsibilities, and relationships of the various areas concerning prosthetics to assess and correlate data and verify information. The incumbent also has knowledge of statistics to assess Veteran workload and establish quality controls for making determinations of eligibility and entitlement and providing support to clinics, maintaining inventory and cost control reports, administering contracts with durable medical equipment suppliers, and providing advice on prosthetic program administrative matters.
Knowledge of financial management principles to formulate budget estimates for programs and activities and write appropriate justification.
Skill in written and oral communications to develop new procedures and effectively communicate changes to all levels of personnel and coordinate changes between services and knowledge of educational principles to orient and guide clerical employees on office operation matters.
Knowledge of investigatory processes, interviewing, compilation of data and development of recommendations.
Work Schedule: Monday - Friday, 8:00am - 4:30pm

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
Citizenship. Be a citizen of the United States.
Experience and Education: Individual must meet at least one of the requirements below.
Experience. One year of creditable experience that demonstrates: Knowledge of basic anatomy and medical terminology; knowledge of accounting methods; ability to research, analyze, comprehend, and apply decisions; basic knowledge of inventory management procedures; ability to use computer software packages for word processing, spreadsheet development, and database management; and ability to work independently and as a member of a team.
OR
Education. A bachelor's degree from an accredited educational institution AND at least 24 semester hours in course work related to health care, public administration, or business. The 24 semester hours could include but is not limited to any combination from the following fields: occupational therapy, physical therapy, kinesiotherapy, social work, psychology, prosthetics, orthotics, respiratory therapy, assistive technology, business law, leadership, healthcare, public administration, or business management. This course work may have been completed within the degree or in addition to the degree.
OR
Experience/Education Combination. Equivalent combinations of experience and education are qualifying.
Grandfathering Provision. All persons employed in VHA as a Prosthetic Representative on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, that are part of the basic requirements of the occupation.
English Language Proficiency: Must be proficient in written and spoken English.
Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates:
GS-5 Prosthetic Representative (Entry Level)
Experience. None beyond basic requirements
GS-7 Prosthetic Representative (Developmental Level)
Experience. In addition to the basic requirements, one year of creditable experience equivalent to the GS-5 grade level, directly related to the position to be filled.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
Ability to understand and apply processes, procedures, regulations, and laws as it applies to purchasing and the provision of prosthetic items/services.
Ability to coordinate multiple requests for durable medical equipment (DME), including repairs, services, and benefits.
Ability to act as a liaison with and work effectively with health care providers, patients, caregivers and vendors to ensure that the most appropriate device and services are received timely.
Ability to monitor contractors and vendors for compliance with contract requirements.
GS-9 Prosthetic Representative (Developmental level)
Experience. In addition to the basic requirements, one year of creditable experience equivalent to the GS-7 grade level, that is directly related to the position to be filled. OR
Education. Education equivalent to two full years of progressively higher level graduate education or Master's or equivalent graduate degree from an accredited educational institution AND at least 24 semester hours in course work related to health care, public administration, or business. The 24 semester hours may include, but is not limited to, any combination from the following fields: occupational therapy, physical therapy, kinesiotherapy, social work, psychology, prosthetics, orthotics, respiratory therapy, assistive technology, business law, leadership, healthcare, public administration, or business management. This course work may have been completed within the degree or in addition to the degree.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
Knowledge of methods to identify trends and causation factors sufficient to analyze prepared data and gather information to inform and advise management.
Ability to organize, prioritize, and monitor actions to ensure timeliness.
Ability to understand and articulate the benefits program options available. This includes communicating with patients, caregivers, health care providers and vendors.
Ability to apply and educate others about national, VISN, and facility directives, policies, procedures and regulations.
Ability to work effectively with a clinical team and provide recommendations for prosthetic devices.
GS-11 Prosthetic Representative (Full Performance Level)
Experience. In addition to the basic requirements, one year of creditable experience equivalent to the GS-9 grade level, that is directly related to the position to be filled.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
Ability to work independently to set priorities; delegate tasks; meet multiple deadlines; analyze organizational problems; and develop and implement effective solutions to optimize quality, efficiency, performance, and productivity.
Ability to work with a team, to provide technical guidance, plan, organize, and coordinate activities to effectively complete job duties of assignment, such as distributing workload; and monitoring the accuracy, status and progress of work.
Ability to communicate tactfully and effectively, both orally and in writing, to meet program objectives. This may include preparing reports in various formats and presenting data to various organizational levels.
Ability to assist in staff development, outcome management, and strategic planning.
Ability to act as liaison between staff to resolve informal employee complaints and concerns.
Knowledge of rehabilitative treatment goals and strategies that are unique to patients in specialized programs and knowledge of those specific program requirements.

Blind Rehabilitation Center
Orthotic and Prosthetic Laboratory
Poly-Trauma Level I Center
Spinal Cord Injury Center - injuries that disrupt movement, sensation, and function often, with paralysis can impact lower body, upper body, bowel and bladder
Traumatic Brain Injury Center - injuries that frequently occur as part of the polytrauma spectrum in combination with other disabling conditions, such as amputations, burns, pain, fractures, auditory and visual impairments, post-traumatic stress disorder, and other mental health conditions
Driver Rehabilitation Program.

The full performance level of this vacancy is GS-11. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-05 to GS-11.
Physical Requirements: Heavy lifting (up to 20 lbs); heavy carrying (up to 20 lbs); straight pulling (up to 1 hour); pushing (1-2 hours); reaching above shoulder; use of fingers; both hands required; walking (up to 3 hours); standing (up to 3 hours); repeated bending (up to 1 hour); ability for rapid mental and muscular coordination simultaneously; near vision correctable at 13" to 16"; hearing (aid permitted).
