Duties
Responsibilities:
- Leads a division to produce threat characterization data that effectively informs MDSP remote sensing system/architecture design and evaluation. Focuses efforts to identify, analyze, and/or generate threat system design parameters, performance, signatures, operations, and orders of battle primarily for foreign missile, hypersonic, aircraft, and maritime platforms.
- Employs an understanding of unique roles and responsibilities of U.S. IC organizations to engage and establish meaningful partnerships with national- and service-level agencies to foster discovery and analysis of intelligence reporting, identify critical information gaps, and stimulate collection against targets of interest.
- Applies Model Based Systems Engineering (MBSE) for threat model development and documentation. Defines requirements and directs efforts to characterize weapon performance and signatures using modeling and simulation tools, accounting for the weapon design trade space and information uncertainties.
- Engages in cross-division analysis to evaluate performance, effectiveness and resilience of USSF space mission capabilities. Identify critical threat parameters affecting U.S. system effectiveness. Provide insights regarding emerging threats, potential impacts, future requirements for evolution.
Ideal Candidate:
- Experience defining and directing the work of SETA, FFRDC, and defense contractor support.
- Experience working in or directly with the IC.
- General understanding of DoD, IC, and commercial satellite systems.
- Experience with development and use of models and simulations to conduct technical analysis of weapon systems.
- A bachelor's degree from an accredited institution is required. A post-graduate degree in Science, Technology, Engineering or Mathematics is highly desired.
- Strong oral and written skills, past briefing skills to senior leadership desired.
Key Skills and Abilities:
1. Knowledge of foreign military operations, including military structures, strategy and doctrine, and weapon systems.
2. Professional knowledge of model based systems engineering to analyze and evaluate military weapon systems.
3. Experience working in or directly with the Intelligence Community (IC).
4. Understanding of DoD, IC, and commercial satellite systems.
5. Experience with development and use of models and simulations to conduct technical analysis of weapon systems.
6. Experience defining and directing the work of SETA, FFRDC, and defense contractor support.
7. Ability to prepare project proposals and objectives, cost estimates, task definition and decomposition, and project schedules.
8. Ability to executive complex projects and/or studies within established time constraints.
9. Ability to communicate effectively orally and in writing.
10. Ability to establish and maintain relationships with key individuals/groups within and outside immediate work unit including field-level representatives.
11. Ability to advise senior leaders, Program Element Monitors, and field-level representatives.
Requirements
- U.S. Citizenship Required
- A professional engineering degree at the bachelor's level from an ABET accredited institution is required. Advanced degrees are preferred.
- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- Employee must be able to obtain and maintain a Top-Secret w/SCI clearance.
- Employee needs to obtain and maintain approval to access the portfolio of Special Access Programs required to perform daily duties.
- The employee must successfully take and pass a Counterintelligence Polygraph (CIP) Examination.
- Supervisory requirements may be required depending upon the position being filled.
- This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
- May be required to work overtime on an unscheduled or emergency basis.
- The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
- This is a Critical Acquisition Position (CAP). The employee must comply with statutorily mandated requirements.
- This position is not eligible for remote or telework. Requires access to classified information.
- PCS and relocation incentives may be offered.
