This position is located in the US Property and Fiscal Office (USPFO), Resource Management Division. Purpose: It is used as an interim position for an incumbent that is participating in a training program that will result in the incumbent's full qualification for a Staff Accountant position. Its purpose is to perform review and analysis of the various procedures used in administering and operating the fiscal control systems of the state and to identify, determine the cause of, and recommend corrective action to resolve difficulties, problems, and inefficiencies within those systems.
This Financial Administration and Program Series GS-0501 covers two-grade interval work to perform, supervise, and/or manage administrative fiscal, financial management, accounting or budgetary nature that is not classifiable to another more specific professional or administrative series in the Accounting and Budget Group, GS-0500. The primary purpose of this series is to provide analytical reasoning in the identification, analysis, and evaluation of financial issues and developing alternative solutions. The GS-0501 positions involve competencies (skills, knowledge, abilities, and
behaviors) in analysis, research, writing, and judgment typically gained through academic education or progressively responsible experiences. This work requires knowledge and skill in the application of related laws, regulations, precedents, methods and techniques of budgeting. Positions in this series require analytical abilities; skills in applying problem solving techniques; and skills in communicating effectively both orally and in writing. The positions perform work that follows established methods and procedures; uses practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment; and typically learns to do the work through specialized experiences.

Qualifications
AREA OF CONSIDERATION (AOC): This is a Title 5 "Excepted Service " position under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)", and is open to US citizens interested in helping the Department of the Army meet our mission requirements.
This position is open to ALL areas. Please note that applicants outside of these categories may not be considered.

*Temporary and Indefinite employees do not meet permanent tenure requirements and are not eligible for Area 1.
GENERAL EXPERIENCE: All series personnel performance levels must be validated at the next higher level before being eligible for merit promotion consideration to the GS-0501 graded-position and, must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. However, a new hire federal civilian service program applicant should have competent experiences that are equivalent or commensurate to the financial administration program business with demonstrated understandings of the program's principles and concepts defined by the applicable NG Title 5 Excepted Service Series GS-0501 position descriptions' resulting job analysis information and crediting plan data.
SPECIALIZED EXPERIENCE: Is experience that prepares the applicant to perform the prescribed duties of the GS-0501 position. An applicant must demonstrate the specialized experience competencies, as cited in each Series' grade, to qualify for a position identified by its applicable position description grade, financial management certification career level, and/or experiences earned through military service. Applicants, who were prior service members or who are currently serving in a military component and completed the applicable military technical school skill financial training and have working experiences in the military finance programs, are considered qualified for the GS-09 entry level position.
CONDITIONS OF EMPLOYMENT & NOTES:
1. THIS IS A FINANCIAL MANAGEMENT LEVEL 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
2. The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment.
3. Irregular and overtime hours may be required to support operational requirements or contingencies.

OTHER TITLE 5 EXCEPTED SERVICE SERIES GS-0501 QUALIFICATION REQUIREMENTS:
1. Must possess or be able to obtain the proper clearance type and level within one year of appointment according to DoD Personnel Security Program Management Directives.
2. As a basis of continued Title 5 Excepted Service employment/appointment to a GS-0501 position, the employee must complete all Financial Management Program education and training.
3. As a basis of continued Title 5 Excepted Service employment/appointment to a GS-0501 position, the employee must meet the DoD directed civilian financial management certifications for the finance position within two years of initial hire date or promotion appointment date.
4. As a basis of continued Title 5 Excepted Service employment/appointment in the GS-0501 finance position, the employee must complete the requisite quantity of CETs every two years to sustain the achieved certification level.
5. The NG Title 5 Excepted Service GS-0501 employee must complete all required Financial Management Certification continuing education and training hours; and, the employee, along with his or her applicable supervisor, must document and manage the employee's Individual Development Plan.
6. As a basis of continued Title 5 Excepted Service employment/appointment in the GS-0501 finance program position, the employee's supervisor must monitor and track the employee's certification progress; and, work with the applicable JFHQ-State Human Resources Officer to take progressive discipline, as appropriate, to ensure the GS-0501 employee attains his/her certification levels within the required time periods.
7. The Title 5 Excepted Service employee is subject to adverse actions, to include reassignment to a lower-grade, without pay or grade retention, and/or separation from federal service, when he or she fails to obtain the required Financial Management Certification and education requirements for the GS-0501 graded finance position.
8. All certifications are documented in the automated Learning Management Systems, as directed by DoD, U.S. Department of the Army, U.S. Department of the Air Force, and/or NG Career Field Functional Manager.
9. As a basis of continued Title 5 Excepted Service employment/appointment to the GS-0501 position, the employee must have and maintain a current Network License according to Army or Air Force Directives, Licensing Network Users and Certifying Network Professionals.
Education
Substitution of Education for specialized experience To qualify for the National Guard GS-0501 Title 5 Excepted Service positions, on the basis of completed undergraduate or graduate education, the awarded college degree should be in one of -or- be a combination of the following disciplines: Accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.
