This Supervisory Supply Technician position is located within the Supply Chain Management service at the Boston VA Healthcare System; Jamaica Plain, West Roxbury or Brockton, MA campus. This position is full time at 40 hours per week.

Duties

The primary purpose of the Supervisory Supply Technician position is to ensure that supplies and material are distributed to all areas serviced by Logistics. Duties include, but are not limited to: Directing, supervising and managing the primary inventory point that receives stores and issues supplies and materials. Supervising a team of supply technicians in the distribution area to provide supplies and material to the VA Healthcare System. Assigning work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Finding ways to improve production or increase the quality of the work directed. Assuring reasonable equity of performance standards and rating techniques. Approving expenses comparable to within-grade-increases, overtime, and employee travel. Directing and overseeing management and distribution of all supplies and materials in the VA Healthcare System and supported catchment area. Ensuring critical supplies are appropriately monitored and controlled. Delivering supplies in timely and accurate manner, ensuring that supplies and material delivered are in sterile and operational condition; deliveries will be to wards, clinics, and other secondary locations that may be in remote sites. Conducting wall-to-wall and periodic inventories. Analyzing and tests operations, methods, and proposals to evaluate alternatives, to draw conclusions, and to make recommendations in managing the inventory programs for supplies and material. Giving advice, counsel, or instruction to employees on both work and administrative matters. Maintaining a thorough understanding of a broad range of knowledge of the Supply Program. This position is covered by locality-based comparability pay. Current and former Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. This position is in the Competitive Service. Time-in-Grade Restriction: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. The grade may have been in any occupation but must have been held in the Federal service. Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) and (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/20/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You must qualify based on your experience and/or education s described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization (1 year of specialized experience at the second lower level, GS-5, is creditable for inservice applicants.). Examples of specialized experience would typically include, but are not limited to: planning and coordinating work to be accomplished by other staff; establishing priorities for a department; overseeing the receipt and distribution of supplies and materials for a complex medical center; maintaining stock at inventory locations; monitors expiration dates; ensure supplies are delivered timely; training new employees and answering questions on local processes and procedures; ensuring proper storage of supplies and materials; resolving problems and providing guidance to others on logistics activities; and making recommendations on improvement of wok production and quality of work. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires standing and walking during the entire workday, and frequent reaching, bending and lifting of supply packages (occasionally weighing as much as 50 pounds). Work requires pushing loaded carts of medical supplies (weighing in excess of 100+ pounds). With proper assistance, moves heavier items' weighing over 40 pounds. Work Environment: Work is performed throughout the medical center and supported catchment areas, which includes wards, storage buildings, and warehouses that range from a clean environment to hot, cold, drafty, and poorly lighted. The possibility of trips, falls, scrapes, cuts, bruises, or injury are present in the day-to-day work of the position. Work requires stocking supplies in the primary inventory area as well as numerous secondary inventory points throughout the hospital work area, including wards, clinics, operating rooms, warehouses, and nursing areas. Work requires maintaining a clean environment while performing tasks that can produce dust or other infectious pollutants while transitioning between environments. Supported units may be offsite requiring roundtrip travel time in excess of 90 minutes. Tours of duty may require afternoon, evening, and/or overnight shifts.
