Duties
Responsible for the technical and administrative supervision of professional, technical, clerical, and administrative positions to carry out the mission of the organization.
Plans work to be accomplished by subordinates, makes assignments based on capability and expertise, and evaluates the work performance of subordinates.
Provides advice, assistance and instruction to the District for review, analysis, and budgetary controls.
Provides management and oversight for fleet management including utilization and reporting, mailroom, records management, travel management, training management, and correspondence.
Manage general information and reception services that are provided to the public and district staff for all program areas.

Qualifications

For the GS-11: One (1) year of specialized experience equivalent to GS-9 in the Federal Service Specialized Experience is further defined as responsible for managing all administrative functions in an office setting; planned, organized, directed, and coordinated office activities; managed procurement programs and activities; experience in financial management practices;; maintained property management records for accountable property; planned work activities, set goals and priorities, and observed and evaluated performance for subordinates; OR completed a Ph.D. or equivalent doctors degree or 3 years of graduate education leading to such a degree in a directly related field; OR an equivalent combination of the education and specialized experience described above.
Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
There are no qualification requirements for a detail assignment. However employees must meet any positive education/licensure requirements in order to be detailed to positions with these requirements. Detail assignments do not include additional compensation and the selectee will not earn time-in-grade at the higher grade level.
Physical Demands: Most activity is office-oriented and generally sedentary with easy levels of walking, bending, stooping, climbing or sitting. Duties are often performed under rigid time constraints. Incumbent must exercise considerable patience and tact in providing guidance and assistance. Periods of intense concentration with frequent interruption are often required. Long periods of driving, riding in motor vehicles on highways and off-road are occasionally required.
Work Environment: Most work is performed in an office setting. Occasional trips to other office locations and training sites are required.
Education
This position falls under the Administrative Officer Series, 0341 Administrative and Management Positions. There are no Individual Occupational Requirements (IOR) for this job series.
This position allows for education to be substituted for specialized experience (see qualification section for education requirements). If using education to qualify - You MUST submit a copy of ALL your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. Upon selection, official transcripts must be received prior to appointment. If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
