The incumbent serves as the Administrative Officer for the Atlanta VAMC Carrollton West Region - a unique VHA campus in South Atlanta (60 miles west of the Medical Center) which includes a 75,000 square foot multi-speciality clinic, 40-bed Community Living Center and for all practical purposes is a self-contained unit. The incumbent reports to the Health System Specialist with is referred to as the Regional Site Administrator.

Duties

Major duties include but are not limited to: Maintains contractual relationships with community healthcare providers and support services as necessary. Develops pertinent Statement of Work (SOW), and other documents for the facilities. Establishes internal procedures regarding deadlines, progress reports and directives. Prepares, edits and archives all official correspondence requiring signature or approval. Consistently communicates and treat customers in a courteous, tactful, and respectful manner. Provides advice to staff and supervisors regarding human resources procedures, laws, budget, regulations, and policies. Prepares calendar for Regional Administrator and participates in the EOC rounds for the facilities. Develops space requests and coordinates movement. Acts as the Contracting Officers Representative (COR) to manage procurement and contracting functions for the department. Identifies, analyzes, and make recommendations to resolve problems in the clinic area. Work Schedule: Monday - Friday 7:30am - 4:00pm Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/13/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Selective Placement Factor (SPF): Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. The Selective Placement Factor for this position is: Serves as an advocate for Veterans patients for resolution of patient concerns and complaints. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to experience managing administrative processes including clinic/profile set up, submission of clinic cancellations templates, cancelling the clinic, and scheduling practices; experience assisting in the development of processes and procedures to streamline administrative activities within the clinic; experience providing guidance on scheduling, use of electronic wait list, use of recall systems, handling patients who are late to clinic, no show, call to cancel, or provider change; experience conducting studies of workforce, workload, space, equipment and other resource utilization of clinic activities; experience providing solutions or actions for problem resolutions. (This experience must be supported by your resume to be creditable.). OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent grade degree or 2 full years of progressively higher-level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. You must have an combination of specialized experience and education beyond completed higher level graduate education and experience as listed above to meet total qualification requirements. You will be rated on the following Competencies for this position: Administration and Management Contracting/Procurement Decision Making Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: This position is administrative in nature and involves working in an office setting. The position requires frequent use of a computer and phone. The position requires some lifting and carrying of small office items. The position has frequent contact with patient care areas and may be exposed to sick patients. Requires no special physical demands. Work Environment: The work is in a clinic. The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, and patient examination areas. Work is typically performed in a adequately lighted and climate controlled. The incumbent may experience some exposure to communicable diseases, or verbal abuse.
