Requirements

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

Qualifications
IMPORTANT INFORMATION:
This position requires military membership in the Puerto Rico Army National Guard (PRARNG). If you are not a military member of the PRARNG (i.e., Airman, civilian, active-duty Soldier, prior service, guard member from another state, reservist, IRR, State Guard, etc.), you must contact the Recruiting and Retention (R&R) Office at (787) 289-1400 extension 2015 or 2008 and request the PRARNG Military Basic Requirements (MBR) Certification. If the MBR certification is not submitted, or you do not meet the requirements to be a member of the PRARNG, your application will not be screened.
AREA OF CONSIDERATION:

Area 3 = Warrant Officers and Enlisted currently serving members of the Puerto Rico Army National Guard.
Area 4 = Warrant Officers and Enlisted Prior (former) members of the Puerto Rico Army National Guard.
Area 6 = Applicants who meet all requirements to become Warrant Officers and Enlisted of the Puerto Rico Army National Guard. (If the MBR certification is not submitted, your application will not be screened).

DUTIES:
As a TELECOMMUNICATIONS SPECIALIST (D1586P01), GS-0391-11, you will develop technical specifications and plan for analog and digital telecommunications programs and projects that involve the gathering of materials, coordinating schedules and the testing of equipment, services, and software for performance acceptability. The position also works with the acquisition, operations, technical acceptance, installation, testing, modification, and replacement of analog and digital telecommunications equipment, services, and systems.
PHYSICAL DEMANDS:
The work requires some physical exertion and long periods of standing when testing the switch for a specific problem. It also may require some lifting of moderately heavy items such as parts or components of switches, pushdown blocks or terminals.
WORKING ENVIRONMENT:
The work environment involves normal safety precautions typical of such places as offices, meetings and training rooms, libraries, residences, or commercial vehicles, e.g., use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals. The work area is adequately lighted, heated, and ventilated.
QUALIFICATIONS:

GENERAL EXPERIENCE:
Work primarily concerned with the movement of information between locations. Information moved in the form of voice communications, such as radio or telephone (including cellular), data communications involving digital transmission between computers, computer terminals, facsimile stations, or video communications such as that used in teleconferencing. Technical work of gathering materials; coordinating schedules; developing specifications and planning telecommunications programs and projects; testing equipment; providing services and software for performance acceptability; and related work connected with the acquisition, technical acceptance, installation, testing, modification, and replacement of telecommunication equipment, services, and systems.
SPECIALIZED EXPERIENCE:
Applicant must possess more than TWELVE (12) months at the next lower (GS-09) level or the equivalent THIRTY-SIX (36) months of specialized experience performing or supervising duties such as managing switched telecommunications systems; been responsible for independently administering the individual switch operating system; performing all software upgrades and troubleshooting of the operating system and switch hardware; administering the switch integrated fax services; administering the call accounting program and monitoring the telecommunications hardware performance; analyzing the results to establish circuits as needed; providing results to the Network Manager with recommendations; monitoring, maintaining, and recommending optimum switched systems configuration; administering and programming the Voice Mail System's customer administration, messaging broadcasting, automated attendants and integrated voice, load capacity, and voice mail configurations; providing program and configuration services for data and video; administering all bandwidth requirements and allocation on all telecommunications equipment; maintaining the telecommunications/integration acquisition plan; evaluating and recommending commercially obtained software solutions; designing, developing and conducting technical and operational tests and evaluations of a wide range of communications equipment and systems; providing input to the emergency and mobilization communications plan.
Education
SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a college university, technical or vocational school may be substituted at the rate of one academic year of study (30 semester's hours or 20 classroom hours of instruction per week) for 12 months of specialized experience.
A Ph.D. or equivalent, or 3 years of progressively higher-level graduate education leading to such a degree in a college university, technical or vocational school may be substituted at the rate of one academic year of study (30 semester's hours or 20 classroom hours of instruction per week) for 24 months of specialized experience.
Undergraduate or Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.
