This position is the Assistant Chief of Mental Health Services with full authority and responsibility for providing administrative support, overall planning, organizing, directing and evaluating the Mental Health Service programs at Overton Brooks VAMC.

Duties

Overview process for ensuring Mental Health meets performance measures/goals/and implantation of new clinical processes to include clinical reminders, Joint Commission, medication monitoring, all clinical performance measures, requirements for suicide prevention, clinical compliant process responses, clinical justification for veterans with complex care and treatment and requirements for mental health uniform services package. Assists with planning for growth of Mental Health Service. Has responsibility for the preparation of reports assigned by the Chief of Service, Chief of Staff, Medical Center Director, or by Central Office. Participate in staff recruitment, screening of applicants, and will assist the Chief with determining staff assignments. Coordinates, develops, and provides a variety of staff development programs, education and training resources to a wide spectrum of staff at the Medical Center. Assists the Chief, MHS in managing the work of supervisors, particularly with respect to problems crossing Service lines or other activities which require joint action. Provides administrative, clinical and technical supervision to MHS staff, as assigned by the Chief of MHS. Expected to devote at least 25% time towards the practice of patient care services, either as a direct clinical provider or through professional supervision of other clinical providers. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Candidates must meet one of the following: Hold a master's degree or doctoral degree in marriage and family therapy from a program approved by COAMFTE, OR Hold a master's degree or doctoral degree in marriage and family therapy from a MFT program from a regionally accredited institution, OR, Hold a master's degree or doctoral degree in a comparable mental health degree (Licensed Professional Mental Health Counselor, Social Work, Psychiatric Nursing, Psychology, and Psychiatry) that meets the current VA qualification standard of that profession. Licensure: Hold a full, current, and unrestricted MFT license to independently practice marriage and family therapy in a State. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Marriage and Family Therapist Program Manager Leader, GS-14. Experience, Education, and Licensure. In addition to the basic requirements, completion of one year of progressively responsible assignments and experience at the GS-13 grade level which demonstrates knowledge, skills, and abilities that are directly related to the specific assignment. Examples of experience include but are not limited to managing, directing and overseeing complex treatment programs with the medical center, supervisory responsibilities covering multiple disciplines responsibility for staffing, work assignments, budget, clinical services provided and admission criteria for the program, day-to-day program operation, and all reporting requirements. The MFT Program Manager must have graduated from a COAMFTE approved program OR have passed the AMFTRB examination. The MFT Program Manager must have at least five years of post-licensed clinical experience in family systems theory/therapy and must demonstrate possession of advanced practice skills and judgment, demonstrating progressive professional competency and expertise. The MFT Program Manager must have an AAMFT Approved Supervisor credential. Demonstrated KSAs. In addition to meeting the KSAs for GS-14 grade level, the candidate must demonstrate all of the KSAs below: Advanced knowledge and skill in management/administration of multidisciplinary mental health programs at complex facilities and/or across multiple sites which includes supervision, consultation, negotiation, and monitoring. Demonstrated global knowledge of the practice of marriage and family therapy to develop, maintain, and oversee programs in all settings. Ability to provide consultation on policy implementation, qualification standards, counseling practice, and competency with medical center director, VISN, or national program managers that are consistent with organizational goals and objectives. Advanced knowledge of evidence-based practices and mental health practice guidelines in multiple professional areas, and the ability to use these resources to guide the program staff in providing appropriate treatment interventions. Ability to influence high level officials in adoption of, and conformance to, performance measures, monitors, and other policy guidelines. Preferred Experience: Supervisory or Program Management References: VA Handbook 5005/101, Part II Appendix G44, Marriage and Family Therapist Qualification Standard, GS-0182. April 18, 2018. The full performance level of this vacancy is GS-14. Physical Requirements: Work is sedentary but also demands standing, walking, bending, twisting, and carrying light items. Work is performed in an office/clinic setting with minimal risks that requires normal safety precautions; the area is adequately lighted, heated, and ventilated. However, the work environment requires someone with the ability to handle several tasks at once in sometimes stressful situations.
