Duties

WHAT IS THE SBSE (SMALL BUSINESS SELF EMPLOYED) DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: SBSE CAMPUS COLLECTION - Campus Collection Philadelphia The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Works with management and users to determine information, data, software, and/or equipment needed for operational activities. The result may require coordination with MITS or Headquarters for additional information, technical assistance, work scheduling, or timeframes for systemic resolution. Advises management on problems that impact employees, work processes, and/or program goals. Responsibilities include ensuring that all appropriate listings or trouble tickets are timely researched and resolved. Provides feedback to management on untimely listings and resolutions. Creates reports that assist managers and users to track inventory and establish priorities. Inventory reports could include statutes, case assignment sorts, overage, rejects, and/or equipment. The incumbent has the knowledge of the work processes and systems within Compliance (i.e., Desktop Integration (DI), Automated Collection System (ACS), Automated Substitute for Return (ASFR), Automated Underreporter (AUR), Report Generating Software (RGS), Correspondence Examination Automated Support (CEAS), or related Compliance system(s)) and Integrated Data Retrieval System (IDRS). Identifies error trends and barriers in automation, DI, and inventory control processes that require additional training and/or guidance. Identifies and assists with the development of basic and refresher training for DI, applicable Compliance system, and/or IDRS. Reviews and assists with the Internal Revenue Manual (IRM) and Operation Manager directed listings to improve the effectiveness and efficiency of the Operation. Examples include DI Reports, Management Inventory Control Listings, Team & Individual reports, aged listings, Case Control Activity (CCA), and, equipment inventory.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-07 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes: Experience using cross-functional programs(i.e., Manually Monitored Installment Agreements (MMIA), In Business Trust Fund (IBTF) program, Partial Pay Installment Agreement (PPIA) program, Direct Debit Installment Agreement (DDIA) program, General Case Processing (GCP) program) and their interrelationship with assigned program to conduct reviews and studies/projects; Experience assisting with analytical and evaluative methods to assess and measure program operations effectiveness; Experience assisting with creating various Excel reports (i.e., Adhoc Reports for FY Inventory, Phones and Physical Inventory, (WAAG) for budget and training); Experience assisting MITS recognizing, interpreting and/or troubleshooting data/equipment problems, resolving reject situations/equipment or software problems; Experience recognizing issues that impact compliance programs to make valid conclusions for resolution. Experience with oral and written communications to create desk guides, training material, assist in preparing weekly briefings and present data and/or recommendations for internal controls. OR You may substitute education for specialized experience as follows: One (1) year of graduate level education at an accredited college or university in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work. OR Superior Academic Achievement (SAA) may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last two years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. SPECIALIZED EXPERIENCE: GS-09 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Experience with the Bankruptcy Code, and other relevant laws, rules, regulations and court decisions, specific to collection of Federal taxes through bankruptcy proceedings; Experience with automated systems, technical, business and legal procedures, policies, principles, and practices associated with bankruptcy cases, and collection policies and procedures. Experience with investigative and analytical techniques and methods in analyzing bankruptcy case issues, determining the appropriate dates for court proceedings, reestablishing priority of government claims, monitoring taxpayer compliance, performing dischargeable analysis and ensuring collection of valid taxpayer liabilities in bankruptcy proceedings; OR Master's or equivalent graduate degree in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work. OR Two (2) full years of progressively higher level graduate education leading to a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work. OR LL.B. or J.D., if related. OR You may qualify by a combination of experience and graduate education equivalent to that described above. OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
