This position is located in the United States Department of Agriculture (USDA), Farm Production and Conservation (FPAC), Natural Resources Conservation Service (NRCS), National Headquarters (NHQ), Washington, D.C. This position is organizationally located in the Climate Office within the Office of the Associate Chief.

Duties

This announcement will be used to fill two positions in the Climate Office - one position will serve as a Climate Mitigation Lead and one position will serve as a Climate Adaptation Lead. This position administers climate-related  natural resources management, conservation programs and policy nation-wide. By providing coordination and direction for a wide range of climate-related natural resources management programs and initiatives. Provide leadership to the development and maintenance of Agency-wide policy, procedures, and guidance for implementing and supporting natural resource, climate-related programs. Represent the Climate Office, NRCS, and USDA at assigned committees, task forces, and other technical or strategic planning groups involving assigned program functions as appointed. Independently gather, analyze, interpret natural resources, conservation program, and other relevant data to evaluate the effectiveness of conservation accomplishments for use in program management and in quantifying environmental outcomes. Identify and analyze existing or emerging critical climate-related natural resource conservation issues and develop options for legislative or policy changes. Obtain appropriate interdisciplinary involvement, review and concurrence from technical personnel from the various NRCS Deputy Areas as assigned.

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No Award or General Adjustment SF-50's will be accepted). Basic Requirement: Degree: Bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (You must submit transcripts.) OR Combination of education and experience:Courses equivalent to a major, as shown above, plus appropriate experience or additional education. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation. (You must submit transcripts.) In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: Specialized Experience: GS-13: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-12 grade level in the Federal service, performing the following duties: Develop and maintain policies and procedures for implementing and supporting natural resources programs; Assist States with natural resources activities, training and personnel development programs; Analyze data and reports to synthesize and prepare summaries for leadership; and Develop presentation materials related to natural resources programs. GS-14: Must have at least one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service, performing the following duties: Develop policies by working with others, conducting research, analyze policies, and evaluate data to create analytical reports; Recommend departmental positions and legislative amendments to ensure that legislation and policies are effectively integrated; Assist with the preparation of briefing and issue papers, and responses to Congressional, Departmental, inter-agency and public inquires; and Analyze current policies and operations affecting a geographic area to recommend and develop alternative course of action.
