This position is located at the Yakama Service Unit (YSU) in Toppenish, Washington. Incumbent serves as the Business Office Manager for the YSU. The Department consists of patient registration staff, third party billing office, patient benefits coordination, accounts receivable technicians and debt management functions. This position reports to the Deputy Health Systems Administrator.
Duties
Plan, develop, organize, implement, evaluate and maintain the functions that impact Business Office operations. Serves as the focal responsibility for program review. Determines the impact of outcomes and implements change. Develop and implement a Quality Improvement (QI) process for the department and maintains the Debt Management Program as defined by Indian Health Service. Ensures accurate third-party billing for all established and new YSU credentialed providers. Ensures the Personal Health Record (PHR) is fully operational by actively enrolling patients and responding to patients.
Develops performance standards and evaluates employee performance. Responsible for management of positions and pay, selecting new employees, developing and implementing practices to promote employee moral; and is committed to equal employment opportunity. Recommends personnel actions and performance-based awards, approves leave, and maintains good employee communications and relations.
Train employees within department to have familiarity with various business office functions or cross-train staff so they can cover each other when necessary. Reviews and advises on complaints and grievances resolving problems of employee relations complaints. Keeps employees informed, counsel employees, when necessary or requested, and administers constructive disciplinary actions.
Incumbent is responsible for ensuring the service unit meets overall requirements of Business Office activities that impact billing, fee table, activity posting, debt management program, accounts receivable management and develops a compliance program. Understands the roles of the activities as it relates to compliance issues. Identifies the need to analyze, assess and take-action in areas related to billing and reimbursement. Recognizes financial reprogramming needs in line with previously identified and newly discovered priorities.
Prepares a wide variety of financial and statistical reports and trends. Utilizes the patient database information system and integrates findings to formulate fiscal planning based on historical performance, trends and workload. Utilizes information to improve and optimize third party collections.
Qualifications

You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
GS-10: 1 year of specialized experience equivalent to at least the GS-9 level, such as: supervisory experience in operation of health care financing and third part collections/reimbursement for health care; private insurance payment systems; Medicare/Medicaid reimbursement procedures; reimbursable insurance procedures and requirements including ability to interpret provisions of individual and group health plans; and medical records management.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
