Duties

Oversee and manage safety aspects of all boat operations, such as proper navigational operations, safe transportation of passengers, proper loading and unloading of passengers from the vessels. Operate vessels in the coordination of engine, wheel and bow thruster controls combined with the knowledge of the vessel's handling characteristics of winds, leeway currents and the response to the helm.

Screenout: Ability to do the work without more than normal supervisionFor this position, work is defined as: Skilled in operating small craft (25 to 63 foot, single or twin screw) to transport personnel and supplies. Have navigated in a variety of water conditions including low or high water in the presence of floating debris, submerged or topographical features, under extreme weather conditions including high winds, snow and heavy rain in both daylight and non-daylight hours. Have been responsible for transporting and securing cargo and passengers, and loading/unloading materials at shorelines without docking or landing facilities. Have troubleshot mechanical problems within the engine room or on the rudder system, once underway. Have anchored a vessel to hold an exact position for sightseeing activity or in an emergency situation. Have determined the need and extent of major vessel repairs and develops a cyclic maintenance program; prepares detailed technical specifications for contract repair and alterations during dry-docking. Have independently determined load limits, weight distribution of loads and safe methods for transporting a variety of types of loads. Can lift and carry objects weighing up to 30 pounds. Selective Placement Factor: Applicants must possess prior to applying and maintain during employment: 1) A U.S. Coast Guard Limited Master License for a master of motor vessels of at least 100 gross registered tons. 2) The selectee must be able to maintain the license and be eligible for issuance of a Transportation Workers Identification Card (TWIC) prior to applying and during employment. A copy of your Coast Guard and TWIC licenses must be included with your application package. If not, you will not be considered for this position. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP - Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies.
