This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Master-Derrickbarge for the US Army Corps of Engineer, Detroit District. Work location is at the Detroit Project Office at Historic Fort Wayne. Serves as Master of a non-self-propelled crane or derrickbarge.

Duties

Supervise the operation of a crane or derrickbarge engaged in channel maintenance and hoisting services. Operates engineering construction equipment such as bulldozers, road graders, snowplow equipment, backhoes, front end loaders, excavators, road rollers, and skid steers in support of District needs. Conducts construction and repair of locks and dams, channel obstruction removal, submarine drilling and blasting, repairing breakwaters and/or setting stone, maintenance activities, and general hoisting services. Directs the placement of the derrickbarge in position, placement of anchors and fastening of lines, operation of deck winches and anchoring of the boat. Performs full range of supervisory duties over the vessel crew to include assign work by priority, counsels employees, interview to backfill vacant positions, conducts required training, evaluates work standards, and approves leave. Ability to follow oral and written instructions, and the ability to read and interpret charts and to plan and plot courses to and from work locations on rivers and other waterways.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Required to submit Financial Disclosure Statement, OGE 450 upon entry into position and annually thereafter.
  • Position is covered by the civilian drug abuse testing program. Incumbent is required to sign a DA Form 5019-R, Condition of Employment for certain civilian positions identified as critical under the Drug Abuse Testing Program.
  • TDY may be required up to 80% of the incumbent’s time.
  • Position requires a pre-employment physical examination and be enrolled in the medical surveillance program that requires periodic physical examinations.
  • Position requires a valid State motor vehicle operator’s license prior to appointment and maintain the license for the duration of employment.
  • Position requires the incumbent to lift and carry materials weighing 50 pounds or more.
  • Required to obtain and maintain a National Commission for the Certification of Crane Operators (NCCCO) and Lattice Boom Crawler license/certification within 12 months. NOTE: Incumbent must sign a condition of employment or MOU upon entering service.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Master Derrickbarge without more than normal supervision. I have the ability to perform common Master, Derrickbarge duties. I can and have operated land-based cranes or floating cranes in the maintenance of structures and have performed general lifting and duty cycle work. I have worked under the general direction of a crane or derrick boat master. I have been responsible for the inspection of cranes that I have operated. I have assisted with the preparation of critical lift plans, activity hazard analyses and completion of requisitions and periodic reports. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen Out Element will result in an ineligible rating. Physical Efforts: Work requires walking, bending, reaching, standing for prolonged periods, turning or moving hands, arms, feet, and legs to direct or assist in operations on deck or below. Moderate physical effort is required in accomplishing tasks. Incumbent in subject to physical strain from swaying or jarring movements of the vessel. Working Conditions: Work is performed both inside and outside aboard floating plant in all types of weather. There is danger of drowning due to accident or storm end particularly due to improper lifting or handling of heavy objects which may cause the derrick to overturn. There is further danger of injury due to blasting operations.
