This position is located Voice of America, Programming Directorate, News Center Division. The News Center Director is responsible for overall planning and directing of all editorial and managerial activities in the U.S. Agency for Global Media (USAGM) Voice of America (VOA) central newsroom. The Director develops a long term strategy, sets goals, monitors News Center activities and oversees personnel and budget activities of the Division.
Duties
As a News Center Director, you will be responsible for duties to include, but are not limited to:
Manages the operations of the VOA News Center:
Plans and directs all editorial and managerial activities in the U.S. Agency for Global Media (USAGM) Voice of America (VOA) central newsroom.
Oversees the production of programming and digital output that preserves VOA credibility, maximizes audiences, maintains the editorial independence of VOA, complies with the VOA Charter and Journalistic Code, and provides citizens with accurate and objective news.
Plans, organizes, and directs coverage on video, audio, and digital platforms, including final responsibility for all matters related to programming, format, production, appropriate standards, quality, and tone.
Performs strategic planning and resource management:
Develops a long-term strategy, sets goals, monitors News Center activities and oversees personnel and budget activities of the Division.
Formulates, updates and implements policies and procedures to keep VOA current.
Provides editorial direction for selecting and approving subject matter to be covered.
Approves multi-year and longer-range work plans developed by subordinate supervisors or managers. Manages the overall work to enhance achievement of the goals and objectives.
Maintains internal controls to monitor and ensure proper and efficient use of funds and resources; to evaluate and improve organizational performance. Improves processes and programs. Uses technology to increase organizational effectiveness.
Manages the News Center staff through subordinate managers and supervisors:
Oversees division recruitments. Recruits, selects, and on-boards staff and contractors.
Sets staffing and training priorities. Plans and assigns work.
Provide timely and accurate performance appraisals for subordinate supervisors and serves as reviewing official.
Makes decisions on work problems presented by subordinate supervisors, team leaders,
other managerial personnel and contractors.
Hears and resolves group grievances or serious employee complaints.
Implements the agency's labor-management relations policies for employees in the News Center Division.
Requirements
- U.S. citizenship required.
- Candidates MUST meet all qualification requirements by closing date.
- This is a national security position. If selected, this position requires the completion of the SF-86.
- Suitability Determination: If selected, you may be subject to a background investigation to establish your suitability for federal employment. The background investigation may include, among other aspects, a review of your credit and legal history.
- This position is not covered by a union agreement.
- This position has been designated supervisory requiring that the selectee on an initial appointment as a supervisor or manager serve a one-year probationary period.
- If selected for this vacancy, you will be required to file the OGE Form 450 (Confidential Financial Disclosure Report).
- The full performance grade level for this position is GS-15.
- If you are a male applicant who is born after 12/31/59, you are required to be registered for the Selective Service.
- This is a temporary position NTE 1 Year with the possibility of an extension, ability to make permanent without further competition or may be terminated at any time.
Qualifications
Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the GS-14 or comparable pay band in the Federal service or equivalent experience in the private sector. Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience for this position includes all of the following:
Leading and supervising a journalistic staff;
Directing the coverage of news events;
Providing editorial direction for radio, television, Internet and digital media content on U.S. and international issues or events; AND
Creating new policies and programs related to news production.

Education is not required for this grade level. It cannot be used for qualification purposes.
