The primary purpose of this position is to serve as the Senior Missile Defense (MD) and SATCOM Communication Planner/JICO in support of the J3, overseeing Global MD Tactical Data Link (TDL) networks and systems and SATCOM missions supporting the global MD mission area.
Duties
Serves as the senior JICO and MD SATCOM Planner in support of Ballistic Missile Defense System (MDS) Communications, overseeing the Strategic Joint Data Network (JDN).
Serves as the senior C4I Systems Integrator for MDS asset integration supporting the global Missile Defense (MD) mission area.
Serves as the senior MD Communications Planner and C4 Integrator overseeing system synchronization including network initialization recovery support for C4I services, and systems supporting the MD Communications Network (COMNET) on a global basis.
Performs studies and establishes action plans for improving the efficiency and information technology applications for the MDS and MD Communications Network (COMNET).

- Incumbents of key positions must be removed from their military recall status if alternatives for filling of the position during an emergency are not available.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Preferred JICO certified IAW CJCSM 3115.01B with a minimum of 5 years TDL experience.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program.
- As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if requested, to submit to urinalyses testing.
- The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
- This position is designed Special Sensitive and requires a TS/SCI security clearance (Special Compartmented Information). The employee must have or be able to obtain and maintain a Top Secret/SCI security clearance.
- This is a Centrally Managed position in the Cyberspace and Information Technology career field.
Qualifications

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. Mastery of Command, Control, Communications, Computers and Intelligence (C4) systems, practices and methodologies equivalent to those used in both government and industry; to include an understanding of the Joint Forces and C4I organizational structure. Mastery of and experience with Link 16 Beyond Line-of-Sight applications in Air and Missile Defense Systems, including setup and configuration of Satellite TDL- J and Multicast TDL- J networks in order to oversee the strategic MD TDL networks and systems supporting the global MD mission area. Mastery of planning and executing communication tests for tactical protocols such as Link 11 (TDL-A), Link l1B (TDLB) and Link 16 (TDL-J). Knowledge and experience with Military Standard 6016 and 3011 protocols.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge of operational planning and communications planning for current missile defense systems. Understanding of various military standards associated with current Air and Missile Defense C4I systems
Ability to plan, organize, and coordinate communications architectures.
Ability to analyze, plan, and adjust communications architectures of one or more operational MD segments to meet program requirements and objectives within available resources.
Mastery knowledge of a wide range of C4I/IT integration principles, concepts, and methods.
Expert knowledge of DOD's policy and planning formulation process along with its mission and objectives to prepare MDS communication policies and plans.
Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements.
Mastery knowledge of MD COMNET system architecture, integration techniques, and testing methods.
Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide manage1nent sufficient technical and cost analysis information.
