The primary purpose of this position is: To serve as a Supply Specialist in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluative skills and techniques. This is a developmental position. All training must be completed and regulatory requirements met prior to promotion.
Duties
Performs developmental assignments of moderate difficulty where work procedures are established and a number of specific guidelines exist.
Independently performs recurring assignments of limited, but gradually increasing, difficulty and complexity.
Participates in special initiatives, studies, and projects.
Prepares written correspondence and other documentation.

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Supply Series, 2001.
This is a developmental position - Target GS-07 to 11. This position may be filled at the GS-7, GS-9, or GS-11, level. Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. In order to qualify, you must meet the education and/or experience requirements described below.
SPECIALIZED EXPERIENCE: To qualify at the GS-07 grade. Applicants must have at least one year or will have one year within 120 days of closing of this announcement the specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Specialized experience includes assisting in the analysis of programs and problems associated with logistics /supply systems; assisting in performing reviews that involve evaluating, advising on, and improving the effectiveness of a broad range of customer service logistics/supply support program; assisting with monitoring customer requirements by tracking order fulfillment processes.

EDUCATION:
One full year of graduate level education or Superior Academic Achievement
OR
COMBINATION OF EXPERIENCE AND EDUCATION: May be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
SPECIALIZED EXPERIENCE: To qualify at the GS-09 level. Applicants must have at least one year or will have one year within 120 days of closing of this announcement the specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Specialized experience includes, conducting reviews that involve evaluating, advising on, and improving the effectiveness of a broad range of customer service logistics/supply support program; meeting with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolves and/or channel problems that arise; monitoring customer requirements by tracking order fulfillment processes.

EDUCATION: Master's or equivalent graduate degree OR two full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Combination of specialized experience as described above in GS-09 experience; and education less than three years of higher-level graduate education (In excess of the first 36 semester hours (i.e beyond the second year) which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. To qualify for this position the computed percentage of the requirements must equal 100%. NOTE: You must submit a copy of your transcripts.
SPECIALIZED EXPERIENCE: To qualify at the GS-11 level. Applicants must have at least one year or will have one year within 120 days of closing of this announcement the specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Specialized experience includes, performing analysis of programs and problems associated with logistics /supply systems; conducting reviews that involve evaluating, advising on, and improving the effectiveness of a broad range of customer service logistics/supply support program; meeting with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolves and/or channel problems that arise; Monitoring customer requirements by tracking order fulfillment processes.

EDUCATION: Ph.D. or equivalent doctoral degree OR three full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Combination of specialized experience as described above in GS-11 experience; education and have less than 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent, or LL.M., in related field. To qualify for this position the computed percentage of the requirements must equal 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of basic principles, concepts, and practices of Supply.
2. Skill in applying basic principles, concepts, and practices of the occupation sufficient to perform entry-level assignments in Supply.
3. Skill in communicating factual and procedural information clearly, orally and in writing.
4. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.
5. Ability to plan and organize work, and consult effectively with co-workers.
WORK ENVIRONMENT: The work is performed in an office setting with adequate lighting, heat and ventilation. The work involves everyday
risks or discomforts that require normal safety precautions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
