About the Position: This position serves as Project Manager. You will be responsible for managing the efficient and effective coordination and accomplishment of the planning, scoping, development, design, construction, and direction for execution of major projects.
Duties
Implement corporate decisions, guidance, laws, regulations, and policy in the development of projects and supporting products.
Assure sponsor/customer or other agencies fiscal status remains secure and in accordance with established policies.
Manage and control project funds to ensure efficient and effective utilization.
Integrate sponsor/customer requirements and participation into a comprehensive management plan.
Control and manage project milestones and budgets from planning through construction and initial operations.
Review project progress, measuring performance and taking necessary corrective actions to maintain agreed upon schedule and cost.
Coordinate the plan formulation phase for Civil Works projects of considerable scope and complexity as measured by their diversity, geographical area, management demands, technical intricacies, and public issues.
Coordinate the design, cost engineering, construction phase for Civil Works projects of considerable scope and complexity as measured by their diversity, geographical area, management demands, technical intricacies, and public issues.
Negotiate and integrate organizational functions (i.e., planning, design, cost engineering, construction, real estate, contracting, etc.), sponsor/customer needs and supporting commitments into a comprehensive management plan.
Serve as primary point of contact for projects assigned with sponsor/customer, Federal, state and local Government agencies, Congressional interests, other external organizations and higher authorities.
Serve as Project Manager for Civil Works projects.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position has a Temporary Duty (TDY) requirement of 25% of the time.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5FCR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually thereafter.

Salary Range for Civil, Mechanical and Electrical Engineers (GS-810-13; GS-830-13; GS-850-13) positions: $109,908 - $135,270
Salary Range for Architect (GS-808-13), Economist (GS-0110-13) and Environmental Engineer (GS-819-13) positions: $98,496 - $128,043
This is a Temporary Promotion opportunity for current Department of Army employees. This Temporary Promotion is Not to Exceed 1 year, and may be extended in 1 year increments, Not to Exceed a total of 5 years. This Temporary Promotion also may be made permanent without further competition.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the Specialized Experience requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1) Project management and/or technical management involving the execution of planning/feasibility studies, development of contract acquisition strategies, and the implementation of USACE Civil Works projects; and/or 2) Providing technical advice and support to customers and other offices, including higher authority, on the execution of USACE Civil Works projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
