The Gateway (GW) Crew Health and Performance (CHP) System Manager (SM) serves as an Integration Lead and provides expertise in the overall management and integration of critical and highly complex research, space and aeronautical flight systems, vehicles, and/or payloads, including design and operational requirements definition, hardware and/or software development, testing, verification, safety, certification, and operations.
Duties
Provides leadership and technical direction of integrated team of civil servants and contractors supporting the system and related projects. Oversees technical and financial management of the system, the system team, and system hardware life cycle.
Leads requirements definition, strategic planning, systems hardware and software development, verification, certification, integration, sustaining engineering, resupply, and final system/vehicle closeout with a focus on Human Systems Integration.
Prepares and sponsors budget inputs for the annual Planning, Programming, Budgeting, and Execution (PPBE) cycle, and generates Internal Task Agreements (ITAs) and Work Plans to sustain Human Health and Performance (HHP) Program Support, as needed.
Follows organizational and program processes to integrate system requirements into other vehicle hardware, systems, and operations. Develops and maintains strategic plan to ensure the proper operation of the system for the life of the Program.
Serves as technical authority for the System during boards, acceptance reviews, and Flight Readiness processes and products. Accepts system hardware/software for the Government when delegated authority by the Office of Primary Responsibility (OPR).
Acts as Technical Monitor for contractor support, oversees implementation of work and resources, and evaluates performance. Assures successful delivery of products and integration and provides integrated viewpoint to Program/Vehicle Office.
Delivers high quality products and services, on time and within budget, based on agreements with the customer, including flight readiness, mission support, anomaly resolution, hardware spares, repairs or redesign, procedure updates, and resupply.
Communicates regularly with Crew Health and Performance Officer. Develops and maintains relationships with various stakeholders and discipline experts, commercial and international partners, and Program customers.

Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.
NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.
GS-15: To qualify at the GS-15 level, you must have one year of directly related specialized experience equivalent to the GS-14 level:
Applying systems engineering, project management, risk management and/or budgetary principles;
Applying current specifications, standards, and regulations, to hardware and software development;
Leading engineering teams for flight hardware and software development;
Applying procurement, contractual, funding and budgetary policies and practices to manage the formulation and implementation of projects.

Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are
not considered qualifying for this position.
