The Attorney Advisor position is located in the Department of Program Services, Court Services Office (CSO), Operations Division. The CSO is responsible for the management of resources, programs, and services related to court administration and case management. The Court Operations Division attorneys provide legal direction and operational support to court unit executives (e.g., clerks of court) and court staff on matters impacting clerk's office operations throughout the judiciary.
Duties
This position will report to the Court Operations Division Chief, Court Services Office (CSO), Department of Program Services. The CSO is seeking a self-motivated Attorney Advisor to provide legal and program support to the office's senior attorney advisors who support judges, clerks of court, and court staff. The incumbent will be a member of a legal team that supports work within the division, and throughout the CSO. The incumbent must possess outstanding diplomacy, interpersonal, organizational, analytical, and communication skills. Additionally, the incumbent must have experience working independently with minimal supervision as well as working collaboratively with supervisors, colleagues, and external stakeholders. The ideal candidate will have knowledge of federal judicial administration and strong legal writing skills.
The duties of this position include, but are not limited to:
Assisting and supporting the CSO's senior attorneys in conducting research, developing recommendations, and drafting policy or legal papers for consideration by the appellate, district, and bankruptcy clerks on administrative matters impacting federal clerk's offices, Judicial Conference committees, Administrative Office advisory groups, and Executive management within the Administrative Office.
Assisting and supporting the CSO's senior attorneys in developing and updating publications and resources on uscourts website, the judiciary's internet site, JNET, and the judiciary's intranet site for use by court unit executives, court staff, AO executive management, and AO staff.
Assisting and supporting the CSO's senior attorneys in tracking pending legislation, statutes, rules, and Judicial Conference policies to anticipate their impact on appellate, district, and bankruptcy court operations; and helping to prepare feedback on proposed legislation for AO management.
Preparing briefing materials and presentations for the CSO management and/or give presentations to AO advisory groups.
Assisting CSO's staff in supporting advisory and working groups, to include preparing papers or working on issues under consideration by those groups.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Bar Membership: Applicants must currently be an active member in good standing of the bar of a state, territory, the District of Columbia, the Commonwealth of Puerto Rico or a federal court of general jurisdiction. Post J.D. Experience: Applicants must also possess at least 2 years of post J.D. experience.
Specialized Experience: Subsequent to graduation from law school, applicants must have at least one year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience for this position is demonstrated experience performing legal work involving the interpretation and application of statutes and regulations; and preparing legal memoranda directly related to assessing judicial administration and/or operational matters.
Education
Applicants must possess a law degree (J.D.) from a law school accredited by the American Bar Association (ABA). Qualifying education must have been obtained from an accredited college or university recognized by the Department of Education.
