NIST works with industry and science to advance innovation and improve quality of life. We're looking for a Information Technology Specialist to join our team! This notice is issued under direct-hire authority to recruit new talent to occupations for which NIST has a severe shortage of candidates.

Duties

Working as an Information Technology Specialist you will: Lead the information technology (IT) support of the Quantum Electromagnetics Division. Focus on basic end-user provision, setup, support, and issue-resolution assistance for computing hardware, other IT equipment, IT networking, and software. Educate and assist staff in maintenance of servers and personal computer hardware and software at optimized performance levels. Review and resolve critical security vulnerabilities of the IT assets of the Division, in collaboration with other NIST staff. Educate and assist division members in their responsibility for IT asset security. In collaboration with the Division property custodian, coordinate management and tracking of the IT equipment inventory of the Division. Assist in choice and purchase of hardware, accessories, and access to software applications. Contribute to development of web-based presentation of scientific highlights. Display high standards of ethical conduct and understand the impact of violating these standards on an organization, self, and others; choose an ethical course of action; be trustworthy. Provide IT solutions for unique, non-commercial scientific instruments developed and used at NIST.

Qualifications

Basic Requirements: This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience. Education: All academic degrees and coursework must be from accredited or pre-accredited institutions Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Experience: must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Specialized Experience: In addition to the basic requirements, applicants must have one year (52 weeks) of specialized experience equivalents to at least the GS-9 level (ZP-II at NIST). Specialized experience is defined as experience: Establishing microcomputer hardware and software configurations such as the installation of memory, communication boards, disk drives, etc.; and installing and supporting commercially supplied software. Providing expert technical advice to those developing or using microcomputer based applications systems. Developing and operating IT networks. Typical assignments include responsibility for configuring and managing network servers and network software, the identification and correction of network problems, and the optimization of network performance. Developing and reviewing federal agency information security policies, procedures, standards, training, and methods for identifying and protecting information or sensitive material from unauthorized disclosure, misuse, theft, assault, vandalism, espionage, sabotage, or loss. Collaborating with experts in Government and industry to develop, coordinate, issue, maintain, and review federal information security guidelines. Conducting research studies and analyses in implementing computer security programs. Identifying and recommending priorities for future potential guidelines subjects. Requires knowledge of Federal agency information security policies and IT security practices of the private sector. OR 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree OR Ph.D. or equivalent doctoral degree Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
