This Program Specialist position is in Surgical services at the Providence VA Medical Center, located at the Providence, RI location. This position is full-time at 40 hours per week.
Duties
The Program Analyst position is pivotal in deriving and analyzing qualitative and quantitative information from which the most efficient and highest quality health-care services can be implemented. The incumbent serves as the primary source of expertise in data collection and creating innovative tools for front-line users. In this role, the incumbent implements improvements based on analysis. Duties include, but not limited to:
Ensures that both productivity and efficiency are being monitored in real-time and works closely with service leadership to develop improvement plans.
Formulates data-driven solutions for operations, innovation and strategic planning for the entire service.
Responsible for specialized work providing information management, data analytics, and informatics development, supporting the continual improvement of the service line.
Subject matter expert on obtaining and interpreting data for the service and will provide accurate, concise information that will be used to determine the effectiveness of the care provided within the service line.
Functions as the information manager and conducts research as necessary for various projects and performance evaluation, as well as upon request by Surgical staff and leadership.
Extracts and analyzes data quantitatively and qualitatively to develop reports and/or presentations both to or for service leadership.
Analyze provider and clinical team outcomes data, documentation data, clinic utilization and productivity data and report this information on a regular basis.
Recommend and implement solutions for optimizing clinic function and workload capture in efforts to expand the service line's ability to meet the demand of the Veteran population.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday; 8a-4:30p; 40 hours a week.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/18/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-7 Grade Requirements:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Ability to identify customers' situations properly and perform the tasks required to resolve the problem accurately and in a courteous, tactful, helpful and timely manner.
Must have knowledge of health informatics tools and concepts
Responsible for the orientation of staff to all IT-related functions
Ability to effectively engage and communicate with staff to implement necessary changes based on systems analysis
Relationships with supervisors, colleagues, and Veterans must be consistently cooperative and courteous in nature, and overall, contribute to the effectiveness of the service
OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have: One (1) full year of successfully completed graduate (Masters) level education or superior academic achievement. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation.
OR,
Combination: Equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education beyond a bachelor's degree may be used to qualify applicants for the GS-07 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.
Minimum Qualifications GS-09:
Specialized Experience - To qualify for specialized experience, you must have one year or equivalent experience at the GS-07 grade level. To be creditable, this must be included in your resume. Examples of specialized include:
Extracts and analyzes data quantitatively and qualitatively to develop reports and/or presentations both to or for service leadership.
Assists with HR functions such as submissions for update/fills, new positions, separations, and conversions within the currently available resources (eBOS, HR Smart,USAStaffing, etc.) and performs these duties as needed on a regular or intermittent basis.
Ability to function at a mostly independent level with a fair amount of autonomy to manage his/her assignments
Expert knowledge of VA applications and commonly used software/hardware is necessary along with the ability to train others to use them self-sufficiently. The incumbent must have skill and ability in assisting staff who are not tech-savvy become proficient in computer functions necessary to perform duties.

Two full years of progressively higher level graduate education leading to such a degree OR

Combination of Specialized Experience and Education:
Applicants can qualify if they have a combination of specialized experience and education.
