The incumbent at this level has full supervisory responsibility for a staff of nonsupervisory personnel, GS-4/5 Health Technicians. Recommends appointment, plans and assigns work, gives advice and counsel and evaluates work of subordinates. Ensures orientation, training and competency assessment of assigned staff. responsible for monitoring specimen collection processes and assuring acceptable levels of performance. Develops and updates technical policy and procedure manuals.
Duties
Assigns duties of health technicians to provide coverage of all collections, processing, urine drug collections, microbiology specimen plating. Schedules assignments of staff on daily basis.
Ensures the lab collection lists are generated on time and that a health technician is on the ward collecting samples as required. Ensures that all stats are prioritized, collected, and delivered in a timely manner.
Ensures that coverage of the outpatient collection area is maintained during breaks and lunches. Reviews the prior day's collection list and reconciles any uncollected orders.
Provides instruction to employees for work related processes and problems, evaluates work/competency of subordinates and determines training needs and methods of training. Provide interactive support to subordinates and resolve employee issues/complaints. Address personnel issues with appropriate disciplinary measures. Reviews qualifications and interviews applicants for health technician positions and makes position management recommendations.
Develops, reviews, and modifies procedures, policies, and performance standards as needed.
Performs phlebotomy duties on patients, answers incoming calls for Laboratory Services, prepares toxicology referral specimens for shipment, receives all requests for testing into the laboratory, accepts or enters all requests into a computer system using computer codes for laboratory tests.
Ensures proper identification of the patient, proper collection of specimens, and intact chain of custody through entire collection process, collects urine specimens for pre-employment drug screen testing, receives occult blood samples into the laboratory and performs testing.
Performs timed specimens such as cardiac enzymes, peak and trough drug levels and glucose tolerance specimens, assists in teaching laboratory and medical center personnel aspects of phlebotomy, specimen collection, and specimen requirements.
Performs other duties as assigned.
Work Schedule: 6 AM - 2:30 PM, Monday - Friday

Physical Requirements: The work requires extensive and recurring physical exertion such as standing for long periods of time, bending, standing, lifting, walking, stooping, and stretching. The work requires duty on weekends, holidays, and nights when so assigned. The work involves regular and recurring risks or discomforts associated with working in a clinical laboratory, e.g., working with infectious substances, contagious diseases, and irritant reagents. The technician wears protective clothing such as lab coats and goggles.
Promotion Potential: GS-6 is the full performance level of this position.

Specialized Experience is experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled in the normal line of progression for the occupation in the organization. To qualify for this position at the GS-06 level, applicants are required to have one (1) year of specialized experience equivalent to the GS-05 Grade Level in the federal service.
Specialized Experience includes: a knowledge of federal and department personnel management policies and practices, clinic organization, functions, specialties, and programs such as social work, nursing laboratory, and supply business office functions, etc., as well as medical and technical terminology; a comprehensive working knowledge of applicable public laws, (College of American Pathology regulations,) VA policy and regulations, station directives, medical and administrative records systems, the Privacy Act and Freedom of Information Act, and HIPPA laws as they relate to the release of information and the protection of patient privacy; the ability to interpret rules, regulations, policies and procedures to make sound decisions using good judgment, as well as being equipped to react to situations quickly, precisely, and accurately, all while identifying and resolving a variety of problems quickly and decisively while exercising initiative and originality; the ability to deal with a variety of individuals with tact and diplomacy, to interpret and explain VA policies to house staff, patients, employees and others, and to deal with individuals who are under the influence of alcohol, drugs, or have severe psychiatric problems; the ability to present oneself in a professional manner and to create a positive impression as a representative of management; skilled in the precise use of tools, materials, and specialized laboratory equipment; an in-depth knowledge of the terminology used in the specialized area of the facility where the work is performed, as well as critical lab values and the procedure for documentation of follow-up care.
**Preferred Experience** - at least one (1) year of Phlebotomy experience, to include drawing blood and various other collections and processing specimens. Will be required to travel between clinic locations for coverage and recruiting throughout the week, alternating weekends, and holidays.
