The Eastern Kansas Health Care System (EKHCS) Leavenworth, Kansas is seeking a Registered Nurse to serve as Supervisory Nurse Manager in our Acute Care Department. The Nurse Manager is responsible for facilitating the fulfillment of the Eastern Kansas Health Care System (EKHCS) for both campuses. The Nurse Manager for patient and bed coordination is responsible for facilitating the fulfillment of the Eastern Kansas Health Care System (EKHCS) Mission, Vision, and Values.

Duties

Duties include but are not limited to the following: The Nurse Manager for Patient and Bed Coordination is responsible for a full range of duties, serving as the expert overseeing the nursing coordination and staffing programs. He/she has on-going responsibility for all the following functions, to include, but not limited to: He/she manages/supervises the Nursing Officer of the Day (NOD), Transfer Coordinators, float, and resource pools, and maintains a system to account for staffing levels and to project needs; and coordinates the hiring process for nursing staff with Human Resources (HR). The Nurse Manager functions as an internal consultant in evaluating staffing resources and HR practices and procedures relating to recruitment. The Nurse Manager initiates and maintains databases, prepares reports, and works collaboratively with others to assess staffing variances and project staffing needs. He/she facilitates recommendations for system redesign and/or resource changes that will serve to improve the workforce and resource utilization. The Nurse Manager is responsible for evaluating the impact of staffing resources on clinical outcomes and patient flow. He/she is responsible for the assessment of nursing sensitive indicators and patient flow for the purpose of maximizing utilization of resources to enhance and improve patient care. The Nurse Manager interacts with HR specialists, Service Chiefs in Nursing Service, NMs, Clinical and administrative service chiefs, and others, as appropriate to effectively assess, plan, implement, and evaluate resource utilization for Patient Care Services (PCS). Manages human, material, and financial resources effectively to improve overall patient outcomes for patients throughout the VA Eastern Kansas Healthcare System (EKHCS). He/she evaluates staffing needs; submitting requests for additional staff, and/or to backfill vacant positions. He/she will incorporate the staff and empower them to have a say in their work environment, incorporating them into the group process of decision-making. The NM will have transparency and communicate necessary information to the staff to improve their knowledge and understanding of the direction of VA and Mission of the VA EKHCS. The Nurse Manager assesses the educational needs for staff and collaborates with Education and/or Clinical Nurse Educators to assure that learning needs are met. The Nurse Manager ensures staff maintains Resuscitation Quality Initiative (RQI) certifications, competencies, and identifies any new educational needs based on changing equipment, technologies, or processes implemented. He/she applies evidenced-based practice principles to validate and/or improve nursing practice. The Nurse Manager completes annual performance appraisals and proficiencies in a timely manner and effectively maintains all files, assuring competency and safe practice for assigned staff. The Nurse Manager is responsible for performance improvement, customer service/patient satisfaction, patient, and employee safety, interviewing applicants, employee relations, standards of care and practice, the work environment, and accreditation and regulatory standards. The Nurse Manager actively develops and manages collaborative partnerships with physicians and other clinicians. The Nurse Manager is responsible for staffing the unit(s) on a continual basis (24/7), validating the daily nursing hours per patient day, and working with other NMs to identify and share resources. The Nurse Manager is responsible for time scheduling of the unit, coaching staff, dealing with employee conduct and performance issues, completing recurring reports and performance evaluations in a timely manner. He/she participates on service and medical center committees and task forces to improve nursing practice and patient care. Identifies educational needs of staff and ensures needs are addressed. Additional duties as assigned. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: Masters degree in nursing or related field with at lease 2-3 years experience in the hospital setting. Previous leadership/management experience of at least 3-5 years. Relevant specialty and/or ANCC Board certifications highly preferred. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: The physical requirements for this position in accordance with HRML No. 05-12-02 , Employment of People with Disabilities, Including Under Schedule A, 5 CFR 213.3102(u).
