The primary purpose of this position is to advise and coordinate protocol requirements associated with a variety of complex, special activities/events for Wright-Patterson Air Force Base (WPAFB) and its tenant organizations and transient units visiting WPAFB. Duties performed at the GS-07 through GS-11 level will be performed in a developmental capacity.
Duties
GS-12
Assists with implementing policies and procedures for Protocol.
Upon notification of impending visits, plans and establishes the programming for the visit to assure that WPAFB status and prestige are maintained and enhanced.
Attends functions and monitors activities in support of the Protocol Office; briefs Commanders, Vice Commanders, Executive Directors Command Chief Master Sergeants and Staff on special functions/events, providing written materials as required on items to be requested and approved.
Plans, manages, and schedules special award ceremonies such as retirements, decorations, and special acts/suggestion awards presided over by the Commander or subordinate organizational units.
Maintains a working knowledge of pertinent budgeting and accounting practices to project, monitor and document expenditures.
GS-11
Formulates, plans, manages, and directs major events in support of official functions such as: changes of command, conferences, executive level meetings, retirements, promotions, commander's calls, etc.
Plans, manages, schedules, and executes official events such as retirements, military medal presentations, and special acts and awards programs presided over by activity directors.
Advises, manages, and assists in a variety of special visits, tours, meetings, ceremonies, banquets, and other events hosted by organizational units assigned to WPAFB and their subordinate organizational units and civilian agencies.
Updates General Officer and Senior Executive Service listings for Wright-Patterson Protocol.
Orchestrates a wide variety of special visits, tours, meetings, conferences, and other events to include scheduling, preparing and sending invitations, taking reservations, planning parking and seating arrangements, room set up, menu selection, etc.
GS-07 & GS-09: Performs the same duties as above, but in a developmental capacity. Incumbent works closely with the supervisor/senior specialists in performing duties identified above.
Requirements

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE:
GS-07: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes experience assisting in the planning and organizing of protocol activities for an organization.
OR
EDUCATION: one full year of graduate level education in a field directly related to the position which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your official transcripts.
OR
EDUCATION: a bachelor's degree with superior academic achievement as described in the General Schedule Qualification Policies: General Schedule Qualification Policies (opm.gov) Note: You must submit a copy of official transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: a combination of specialized experience and graduate level education in a field directly related to the position that has provided the knowledge, skills and abilities to perform the duties of this position. GS-09: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes experience providing support and assistance in the planning and organizing of protocol activities for an organization.
OR
EDUCATION: a master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B or J.D. in a field directly related to the position which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your official transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: a combination of specialized experience and graduate level education in a field directly related to the position that has provided the knowledge, skills and abilities to perform the duties of this position. Only graduate level experience in excess of one year may be used to qualify based on a combination of education and experience. Note: You must submit a copy of official transcripts.
GS-11: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes experience providing direct support, oversight, planning and organizing of protocol activities for an organization.
OR
EDUCATION: a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field directly related to the position which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your official transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: a combination of specialized experience and graduate level education in a field directly related to the position that has provided the knowledge, skills and abilities to perform the duties of this position. Only graduate level experience in excess of two years may be used to qualify based on a combination of education and experience. Note: You must submit a copy of official transcripts.
GS-12: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes experience experience supporting many aspects of protocol such as distinguished visitor support, ceremonies, social activities, and/or formally hosted meetings and conferences.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05/07/09/11 level is required to meet the time-in-grade requirements for the GS-07/09/11/12 level respectively. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
GS-12:
1. Comprehensive knowledge of WPAFB's, and it's tenant organization's structure, functions, policies, and operations, etc; to ensure that programs planned for visitors to WPAFB are accurate.
2. Comprehensive knowledge of proper protocol courtesies to be accorded to visitors from both the United States and foreign governments that contributes to ability to research specials protocol and visiting requirements of foreign and U.S. dignitaries.
3. Ability to communicate, both verbally and in writing, to achieve stated positions or to make an adequate case.
4. Ability to develop, analyze, evaluate and integrate plans and other documents related to assigned functions.
GS-11:
1. Knowledge of civilian and military protocol, etiquette manuals and guides, USAF and AFMC policies, instructions, and procedures to include the correct precedence of high ranking foreign visitors and U.S. officials to ensure proper treatment, honors and arrangements.
2. Knowledge of organizational components and functions of WPAFB's, its tenant organizations and DoD.
3. Ability to effectively communicate verbally and in writing with office staff and a wide customer base in a professional and courteous manner.
4. Knowledge of USAF and WPAFB vehicle control and SM&W account polices and program requirements and the ability to properly manage these programs, serve customers, maintain required documentation and produce reports and briefings on these activities in an effective and timely manner.
GS-09:
1. Knowledge of the principles, concepts, and theories of Protocol, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments.
2. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly.
3. Skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments.
4. Ability to learn and apply analytical investigative techniques to accomplish work in the subject-matter field.
GS-07:
1. Knowledge of the basic principles, concepts, and methodology used as a Protocol Specialist as it relates to the organization.
2. Skill in applying basic principles, concepts, and practices of Protocol sufficient to perform moderately difficult assignments.
3. Ability to effectively communicate information clearly, orally and in writing.
4. Ability to gather and analyze basic facts and draw conclusions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
