THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a Management Support Analyst, Position Description Number T574110 and is part of the 158th Mission Support Group Command of the Vermont Air National Guard. The incumbent will administer and direct the Group Commander's Support Staff functions to ensure smooth day-to-day operations.

Duties

1. Plans, organizes, and oversees the full complement of activities within the Group Commander's Support Staff (CSS). Manages personnel, unit training and administrative programs management as well as continuous improvement initiatives within the CSS. Oversees Group programs to facilitate the Group and squadron commander's vision. Keeps abreast of and briefs the Group and squadron senior ART(s)/Commander(s) regarding assigned program status; actual or potential problems and changes which could possibly affect the operation of the group and subordinate units. Recommends redirection of assets if necessary to achieve improved overall mission effectiveness. Responsible for the development of internal policies and procedures governing administration of CSS programs to include officer/enlisted promotions and demotions to include the reserve service commitments, inbound assignments/in processing, officer/enlisted performance reports, awards and decorations, reassignments (voluntary/involuntary), separations (voluntary/involuntary/officer resignations), retirements to include high year of tenure/mandatory separation date extensions, conditional releases, and inter- and intra-service transfers assignments for officer and enlisted personnel, Defense Travel System (DTS), Unit Drug Demand Reductions Program, Fit to Fight Program, Unit Security Program, Unit Self Inspection Program, Unit Health Program, and Publications, and Forms Program utilizing AFRIMS and all By-Law Programs. Manages administrative discharge and separation actions. Manages and provides guidance and technical expertise of various special programs to include Line of Duty, civilian appraisals and civilian timecards. Responsible for coordination with their respective Force Support Squadron on all matters related to Commander Support Staff (CSS) manning, training, and related issues. Provides advisory support services as they pertain to assigned programs or activities. Structures assignments to create effective and economical positions. Coordinates with other organization managers and customers as appropriate. Reviews organization mission, functions, and manning. Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives. Provides advice to supervisor on significant issues and problems related to work accomplishment. Establishes metrics and analysis systems to ensure actions are timely and reviewed at critical points. Performs self-inspection and presents detailed and comprehensive report with any corrective action taken to supervisor. Follows-up to ensure complete and quality resolution of discrepancies. Thoroughly reviews operational programs practices and procedures for compliance with DoD, AF, AFRC and other agency regulations, directives and in order to make recommendations to improve internal programs and operations to supervisor.   • This position is covered by the Domestic Violence Misdemeanor Amendment(30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

Qualifications

OPEN AREAS OF CONSIDERATION: AREA 1, 2, 3, 4 Area I: Current On-board Title 5 or Title 32 Dual Status Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those current Vermont National Guard employees who are in a permanent or indefinite technician status as result of being competitively hired by the Vermont National Guard. Area II: All current Federal Employees from any agency. Area III: All current and former members of the VTNG. Area IV: Area IV: United States citizens. * Veterans' Preference Rules are mandated by law and some applicants may receive priority consideration before other applicants without veterans' preference. SPECIALIZED EXPERIENCE GS-7: You must have one (1) year of specialized experience equivalent to at least the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience would typically include but are not limited to: 1) Knowledge of military personnel policies, procedures, rules, guidelines, instructions, etc., to understand respective programs and discuss findings with functional managers. 2) Knowledge of the mission and unit is essential in addition to established management principles, techniques of analysis and evaluation to identify and recommend solutions to problems in organizational structure, staffing, administrative procedures, work processes or workload distribution. 3) Knowledge of administrative processes, procedures automated systems, personal computers, and software employed, in order to make reports, correspondence, and extract data. 4) Knowledge and control of the English language and have ability to communicate orally in order to conduct briefings, give instructions, and resolve disputes. OR EDUCATION: Successful completion of one full year of graduate level education or Superior Academic Achievement (S.A.A.). The S.A.A. provision is an educational achievement based on class standing, grade-point average or honor society membership. NOTE: You must submit a copy of official transcripts. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR COMBINATION OF EDUCATION AND EXPERIENCE: Combinations of successfully completed graduate level education (beyond a bachelors) and specialized experience may be used to qualify for this position as long as the computed percentage of the requirement is at least 100%. NOTE: You must submit a copy of official transcripts. The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. SPECIALIZED EXPERIENCE GS-9: You must have one (1) year of specialized experience equivalent to at least the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience would typically include but are not limited to: 1) Knowledge of military personnel policies, procedures, rules, guidelines, instructions, etc., to understand respective programs and discuss findings with functional managers. 2) Knowledge of the mission and unit is essential in addition to established management principles, techniques of analysis and evaluation to identify and recommend solutions to problems in organizational structure, staffing, administrative procedures, work processes or workload distribution. 3) Knowledge of administrative processes, procedures automated systems, personal computers, and software employed, in order to make reports, correspondence, and extract data. 4) Knowledge and control of the English language and have ability to communicate orally in order to conduct briefings, give instructions, and resolve disputes. OR EDUCATION: master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. NOTE: You must submit a copy of official transcripts. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR COMBINATION OF EDUCATION AND EXPERIENCE: Combinations of successfully completed graduate level education (beyond the first year) and specialized experience may be used to qualify for this position as long as the computed percentage of the requirement is at least 100%. NOTE: You must submit a copy of official transcripts. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CONDITION OF EMPLOYMENT & NOTES: - This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Superior Academic Achievement S.A.A. (S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. The full provision for Superior Academic Achievement (S.A.A.) is described in the OPM General Schedule Operating Manual.

  1. Class standing--Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
  2. Grade-point average (G.P.A.)--Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.
  3. Election to membership in a national scholastic honor society--Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed below. These honor societies are listed in the Association of College Honor Societies: Booklet of Information (1992-95) and/or Baird's Manual of American College Fraternities (1991).
